Deputy Speaker takes part in discussion | | | EARLY TIMES REPORT Srinagar, Oct 4: In a rare occurrence, Jammu and Kashmir Assembly Deputy Speaker Mohammad Sartaj Madni today participated in a discussion over the functioning of District Development Boards (DDBs) in the state. Madni, whose PDP is boycotting the session to protest what it said "killing of innocents" in Kashmir, wanted to know what happened to Rs one crore sanctioned by Chief Minister Omar Abdulah for setting up a receiving station in his Devsar constitutency in Kulgam district. The Chief Minister had promised him last year that the amount would released in two instalments but despite repeated reminders nothing had happened, he said. "If Chief Minister's assurances are not implemented, one can imagine the fate of decisions taken at meetings of District Development Boards," he wondered. Finance Minister Abdul Rahim Rather assured the Deputy Speaker the matter would be looked into but reminded him of PDP''s boycott of DDB meetings. Speaker Mohammad Akbar Lone said "you (Madni) are supposed to honour the meetings as you are part and parcel of the government. You are enjoying perks of the Deputy Speaker ordinarily you cannot protest." Responding, Madni said he was an elected representative first and then the Deputy Speaker.
