Obama may discuss trade and terrorism in Delhi | | | Will the American President,Barack Obama,try his hand in resolving the Kashmir issue that has bedevilled the relations between India an Pakistan for the last 63 years ?This question has assumed interest following official reports that Obama has planned to visit India in early November.In fact besides Islamabad some pro-Pak lobby in Washington continue to mount pressure on the US Government for mediating between Delhi and Islamabad in order to get the ticklish issue settled.Day in and day out the successive Goveernments in Islamabad have been trying to persuade Washington for resolving the Kashmir issue by playing the role of a mediator.However,hitherto the successive Governments in Washington have not opted for any such mediation after New Delhi made it clear that it would not accept any third-party mediation.It was,possibly under prssure from New Delhi,that Barack Obama and his predcessor,George Bush,had announced,on many an occasions,that since Kashmir was a bilateral problem it should be resolved through negotiations and dialogue betwen Islamabad and New Delhi.Even after Washington made its stand clear on the issue one US Congressman,Dan Burton,has pleaded for Obama's intervention,during his visit to India,for settling the Kashmir issue.He has said that Obama had pledged,during his election campaign,that he will send a reprsentative to India and resolve the issue but blamed the American President for not having fulfilled his election promise.Burton,as other pro-pak elements in the US have been campaigning for the American mediation,has stated that unresolved Kashmir issue could affect the war against terror and it was necessary to resolve the issue which alone could contain extremists and t errorists in Pakistan and Afghanistan.He has called for US intervention in reolving the Kashmir issue which "has direct impact on terrorism in Pakistan and Afghanistan."This seems to be a far-fetched idea because the successive Governments in Islamabad have lent direct and indirect support to the terrorists,whether they belonged to the Lashkar-I-Toiba,or the Talibans or Al Qaeda groups to multiply and procure weapons and ammuniton for which the Pakistan Government had provided assistance.And when the establishment felt the heat of the activities of these terrorists it carried out operations against them in collaboration with the American forces.The menace of terrorism is yet to end in Pakistan because Islamabad wants to keep the problem alive so that these very terrorists could pose added security problems in India.And this is what they have been doing.But if the American Assistant secretary of State,Robert Blake,is to be believed Obama is expected to initiate measures,during his visit to New Delhi, that could "bring our nations closer in the years and decades to come."And already the National Security Adviser,Shivshankar Menon,has spent several days in Washington where he has succeeded in setting the stage for the two nations to work out a formula which would ensure "strategic partnership" between New Delhi and Washington.Indications are that during his visit to India Obama will discuss Pakistan and Afghanistan with the Indian Prime Minister,Manmohan Singh.This way the two leaders may clear decks for several agreements on cooperation in the field of science,technology,nuclear programme,trade and on other issues.In fact Washington is trying to promote stronger ties with New Delhi which could serve as a hint to Islamabad and Beijing that the US Government will remain by the side of India in case of any misadventuire on India by the two neighbours.
