Govt on fast track to bundle out PSUs

JAMMU, Oct 5: Gone are the days when the public sector flourished under the patron-ship of the state. Currently, the governments are ever busy in promoting the private sector at the cost of the public sector units/undertakings (PSUs).
Jammu and Kashmir is also no exception to this as here as well private industries are mushrooming and flourishing but on the other hand many public sector units are either closed or made to run under huge losses under a larger game plan.
Several public sector units were established in the state to ensure sustainable development of the state by using resources and manpower of the state besides generating employment opportunities in the state.
It is very difficult to close any public sector unit. Any government of the time has to justify its decision to close the unit and retrench its employees. What government does is firstly let the industry suffer losses owing to mismanagement and corruption. The nepotism in appointing incapable employees also plays a dominant role. Politicians also play a role in further deteriorating the condition of the public sector units.
In these circumstances, the public sector industries suffer losses and subsequently, state government opts for retrenchment of the employees and closure of the units.
Government Modern Resin and Turpentine Factory (MRTF), Miran Sahib is one such glaring example of dictatorial attitude of state government towards government sectors due to which privatization is upgrading in the state and government sectors are degrading.
This factory (MRTF) is established over 110 Kanals of land. It was started in 1930 and closed on 2005 on the pretext of unavailability of raw material. The cost of land at market rate is more than 10 crores.
It is pertinent to mention here that before 1978, for getting the raw material, the said factory was attached with forest Department, and was provided 500 metric tonnes of the raw material but after 1978, the raw material would be made available on auction basis.
Remarkably, there were two more same kinds of factories in Rajouri and Sunderbani which were also get closed due to lack of raw material and at present there is no such kind of factory in the winter capital of the state.
Interestingly, main source of raw material for making Turpentine is nectar of the Pine trees which are in abundance in the state, yet the state government is citing its shortage as a main reason of the closure of its three such factories.
General secretary of State Centre Labour Union (SCLU), Parshotam Lal, said that due to privatization, government sectors were suffering as the private factories were paying good prices for raw material and purchase the bulk of superior quality raw material.
He further stated that at present only 100 metric ton of raw material was distributed by the forest Department out of which 700-800 metric ton of superior quality of raw material has been purchased by the private industries and other left for government factories.
The private resin factories are flourishing at the cost of public sector units and also because of neglecting attitude of the state government, added Parshotam Lal.
Union leader also said that in many case the employees were forced to take voluntary retirement while others are coming daily to the factory for just marking their attendance as there was no work for them.
