Appointing a politician as Governor | STARK REALITY | | RUSTAM EARLY TIMES REPORT JAMMU, Oct 5: Reports are emanating from New Delhi at regular intervals that the powers-that-be in the South and North Blocks have virtually made up their mind to remove Governor NN Vohra and replace him with some political person. No one in the state, except perhaps the PDP leadership, which appears quite close to Governor Vohra, would regret his removal from the state. For, Vohra perhaps is the only Governor of the state in whom the people of the state in general and the people of Jammu and Ladakh and displaced Kashmiri Hindus in particular do not repose their confidence. It would not be an exaggeration to say that the State Raj Bhawan under Governor Vohra has virtually become dysfunctional and that those who genuinely believe in the unity and integrity of India and stand against communal and separatist politics seldom meet him. He started his inning with his controversial role during the Amarnath land row and he has not been able to clear doubts in the minds of the people. He is constitutional head of the state, but there appears nothing that could even remotely suggest that he has discharged his constitutional duty by reining in those in the political establishment who have been speaking the language of separatists. Just compare Governor Vohra with his predecessor Lt Gen (retd) S.K. Sinha and you will find the difference. Sinha during his stay in the state took on everyone who thought in terms of harming the paramount national interests in the state. He did all that he could to marginalize the likes of Mufti Mohammad Sayeed, who preached and advocated communalism and secessionism and created hindrances in the way of the Amarnath Yatra. During the time of Sinha, the Raj Bhawan had become a hub of pro-India activities because he was always forthright and candid. Why only Sinha? The State Raj Bhawan during the time of his predecessors, without any exception, functioned in the manner it should have. Whenever anyone in the state felt any threat to the national security, he would straightway turn to the Raj Bhawan and discuss the situation with the Governor. The Raj Bhawan always remained easily accessible. The fact is that the people of Jammu and Ladakh and the Kashmiri Hindus and other nationalists always saw in the State Raj Bhawan a ray of hope, that all the Governors played the most crucial role in neutralizing the fissiparous tendencies in the Kashmir Valley and that they played the role of a saviour. It is unfortunate that an overwhelming majority of people in the state is not really happy with Governor Vohra. Hence, it's no wonder that the people of the state in general and the people of Jammu and Ladakh and the displaced Kashmiri Hindus, barring a few exceptions, in particular are not feeling alarmed over the report that the Union Government has decided to replace Governor Vohra with someone else. However, the report that the Union Government has decided to replace him with some "political" person has caused alarm in the nationalist circles in the state. They do not want any political person to take over as the State Governor. The general view is that it is the political leadership that is responsible for all the mess in Kashmir. This view cannot be brushed aside. It is a well-considered view. The political leadership in the country has never ever acted wisely in Jammu and Kashmir. On the contrary, it has always given preference to the vote-bank politics and allowed the communal politics in Kashmir to assume alarming proportions. There is hardly any political leader in New Delhi who has ever called the Kashmiri leadership's bluff or told the Kashmiri leadership on its face that what has been happening in the state since 1947 is the fall-out of the Kashmiri Muslim identity politics. Even the so-called ultra-nationalist BJP leadership has never challenged the Kashmiri leadership and the kind of politics it has been indulging in since decades to jeopardize the national and secular interests in Kashmir. The political leadership in New Delhi has, in short, spoiled the Indian pitch in Kashmir just for the sake of petty votes and it continues to do the same even today. The result is that Kashmir is on the brink of ruin and the people of Jammu and Ladakh and displaced Kashmiri Hindus in a state of shock. Jammu and Kashmir is a sensitive border state. It has become the playground of anti-national elements, with Pakistan and China doing all that they could to heighten anti-India activities in Kashmir. The danger is real and grave. The state doesn't need a political Governor. The state needs a Governor who is impartial; who can maintain the sanctity of his constitutional office; and who is well versed in defence-related and security-related matters. In other words, a retired Army General needs to be appointed as the Governor of Jammu and Kashmir. He alone could stem the rot in Kashmir and put things back on the rails. Appointing a political person as the state Governor would be only suicidal. Will New Delhi rise to the occasion, realize the gravity of the situation and appoint an Army General as the Governor? It must. It is the need of the time and requirement of the nation. |
