JKNPP leader concludes arguments | Delimitation case | | Early Times Report JAMMU, Oct 6: Jammu and Kashmir National Panthers Party (JKNPP) supremo Bhim Singh today concluded arguments in support of delimitation of assembly constituencies across the state on the basis of the census of 2001. This was the third day of Bhim Singh to argue and appeal against the decision of Jammu and Kashmir High Court. Singh in his submission said that the delimitation of 1996 was done only on adhoc basis for several reasons. Bhim Singh cited several examples. He submitted that in eight constituencies of Srinagar City namely Hazratbal, Zadibal, Idgah, Khanyar, Habbakadal, Amirakadal, Sonawar and Batmaloo. He said that approximately six lacs voters in Srinagar City are represented by 8 MLAs whereas in Jammu City with population of for lakh and they have only 3 MLAs. Surprisingly, Gopal Subramanium, the Solicitor General of India did not appear before the court as he was appearing for both the State of J&K and the Union of India. J&K was represented by its Advocate-General Ishaq Qadri. The judgment has been reserved. However, the court allowed the parties to file written arguments by October 19, 2010 if any party so desires. Prof. Bhim Singh was assisted by Satish Vig, B.S. Billowria and Rajesh Chuni.
