SPOs, VDC members entitled for compassionate appointments | | | EARLY TIMES REPORT SRINAGAR, Oct 06: Special police officers (SPOs) and village defence committee (VDC) members are also entitled for compassionate appointments in Jammu and Kashmir. In terms of Jammu and Kashmir Compassionate Appointment Rules, 1994, eligible family member of a civilian, including SPO and VDC member, who dies as a result of militancy action or due to enemy action on the Line of Actual Control (LoC) or International Border (IB) within the state are entitled for the appointments. However, he or she should not be involved in the militancy related activities, law and parliamentary affairs minister Ali Mohammad Sagar said in reply to a question of Naresh Kumar Gupta in the legislative Council. He said vide SRO 302, October 1, 2009, the rules were amended and it was provided that in case of a SPO engaged by the police department, who died as a result of militancy-related action, an eligible family member might apply for appointment to DGP who after conducting such enquiries as may be required, could issue appointment order for his or her adjustment in police in accordance with the provisions of Rule 3 of SRO 43 of 1994.The minister said that 475 SPOs and 131 VDC members had been killed in militancy-related incidents in the state upto October 2. The eligible family members of these SPOs and VDCs were entitled to compassionate appointment in terms of SRO 43 of 1994.He said SRO 302 of October 1, 2009, empowered the DGP to make appointment in police department of an eligible family member of the deceased SPO. In respect of the eligible family member of the VDC, the deputy commissioner concerned was the competent authority to make appointment in civil departments, he added.
