Withdrawal of troops banks on peoples'response to peace package

It depends on the response of people of Kashmir and the separatists to the state and the central Governments initiative on conceding some of the major demands that have surfaced during the last several years,especially during the last four months of turmoil.If the start has been made with the removal of 16 CRPF bunkers in the city of Srinagar and its immediate areas more steps are on the cards which includes release of the detainees,especially those arrested on charge of stone throwing on the security forces.This is to be followed by gradual deescalation of security forces,including the troops.If the response of people and the separatists to these initiatives is positive one should not feel surprised if the demand for either the withdrawal or for the repeal of the AFSPA was conceded.One thing is cert ain that the AFSPA may continue to be enforced in the border belts of Kupwara,Keran,Tangdhar,Poonch and Rajouri besides some belts on the 187 km long
International Border in the Jammu sector.It is so because agencies across the border continue to assist militants,trained in the handling of the sophisticated weapons,in corssing into Jammu and Kashmir.As per the official reports as many as 45 infiltration bids had been foiled by the Indian troops and the BSF during the last six months.In the exchange of fire between the two sides as many as 25 infiltrators had been killed and over a score had managd to enter into the state.The official sources said that on several occasions the Pakistani troops opened fire on the Indian pickets simply for carving out a safe passage for the infiltrators. However, timely retaliation by the Indian border guards prevented militants from sneaking into Jammu and Kashmir.It is in this connection that the senior Army functionaries favour retention of the AFSPA in the border areas which could help the forces to receive a legal shield failing which they would feel inconvenienced in their operations against the militants and the infiltrators. Another thing that seems to be definite is that once the separatists resume their practice of inciting people to violence and militants,who have been, hitherto,lying low in Jammu and Kashmir,resurface for kicking up violence both the CRPF and the troops could be redeployed in the troubled areas.Once this happened people may have to face some hardships once again.Hence withdrawal of troops,AFSPA,release of all detainees and removal of security bunkers depends on the security situation that may prevail in the valley.No doubt a major section of people in Kashmir are fed up with the prolonged spell of shutdowns,protest marches,violence and curfew restrictions they hav not been in a position to air their anger against the separatists and the agitators fearing that they could be targetted by the militants.Time has come for this section of people to make public their views on the matter and appeal to the separatists to allow peace to return to Kashmir.Once a major section of people air their anger against the separatists those heading the hardliners and the moderats cannot afford to ignore them. They could equally appeal to the Government to stop imposing curfew restrictions even on mild provocation. If this section of people fail to voice their resentment against the separatists it will mean that they too favour political and security uncertainty which could force Delhi to resolve the Kashmir issue through negotiations not only with Islamabad but the the valley based separatists also.In that case there may not be people and countries ready for expressing their concern over the developments in Kashmir.That is bound to lead to further isolation of Kashmiris
