EARLY TIMES REPORT
RAJOURI, Oct 8: At least 350 Rehbr-e-Taleem teachers of Rajouri districts are without salary for the last nine months.
Sources said that atleast 350 ReT teachers appointed under Sarva Shiksha Abhiyaan scheme are not getting salary for the last 9 months. These teachers had completed five years of temporarily service in November 2009 and they were waiting permanent orders and handsome salary but they were even denied the previous salary which forced to search an alternate solution to meet their expenses.
Due to non release of salary, many teachers have postponed their marriage while majority of them have started private business and some operating auto-Rikshaw to meet the expenditure of the family.
Sources said that some ReT teachers who completed five years service had planned to tie nuptial knot after confirmation have postponed their marriages. Sources said that ReT teachers Talib Choudhary posted in Choudhary Nar area, Mushtaq Ahmed of Kalakote Hanief Shah of Danna Palm and Mohammad Imran of Thanamandi had planned their marriage in June this year but all of them have to postpone their marriages. The reason is simple. They cannot afford marriage when their salary have been stopped by the department for the last 9 months.
In Rajouri, education department had appointed various teachers in October 2004 as ReT teachers. According to rules, they had to be converted into regular salaried teacher in October 2009 but none of them have been regularized till date. Their salary, according to sources, is also kept pending since November 2009 which has forced many teachers to adopt various means to earn bread and butter after duty hours.
Among these teachers, a teacher (who did not want to disclose identity) posted in a nearby village primary school has started part time business. He said that he is running auto rickshaw for the last 8 months after duty hours in his school. "I went school at 8 and return at 2 and after that I run a rickshaw, he said, adding, "I am poor man and have no source of income other than my salary which has been withheld". The teacher is postgraduate in Urdu but never feel shy to drive auto.
There are many like this teacher who had started to work after duty hours to earn livelihood but now they are facing another problem. "I had started a shop in my village and I was working their in the afternoon after duty hours but now department has given me another assignment of Census", Mushtaq Ahmed a local teacher said. He said that there are various ReT teachers who have been given such assignment. "We are ready to do that but our salary be released so that we can feed our family", he added.
State General Secretary of ReT Teachers Forum Aftab Tantry when contacted said that Rajouri is the only district where teachers appointed in 2004 have still not been regularized. "Our colleagues are being harassed in the offices and they are not being given proper information about the salary", he said adding that Zonal Education Officers are sending them to Chief Education Officer and CEO is sending them to ZEO offices. "We are wandering in these offices for the last 9 months and nobody is listening to us seriously", he said adding that CEO Rajouri is giving them dates but nothing changed on ground.
Chief Education Officer Rajouri Gurcharan Singh said "No teacher is without salary in his district". He said that regularization of some teachers is under process but their salary is not withheld.
However, Aftab Tantry, General Secretary of ReT Forum said that 350 teachers are exactly without salary for the last 9 months.
"I am surprised that how authorities are saying that there is no teacher without salary", he added.
