NC-PDP two sides of one and the same coin, seeking to break India

JAMMU, Oct 10: It is obvious that that a return to the pre-1953 constitutional position will grievously harm the legitimate political and democratic rights of the people of Jammu and Kashmir, enslave them once again and lead to the disintegration of India, bloodshed and displacement of population.
Thus, the People's Democratic Party, which has become symbol of such divisive and unsettling slogans as "healing touch", "peace with dignity", "self-rule", "economic independence", "joint-management", "demilitarization", "withdrawal of Armed Forces Special Powers Act", "soft borders", "shared sovereignty" and "irrelevant Line of Control, and the National Conference, which is demanding pre-1953 position, plus cultivation of Islamabad, are two sides of the same coin.
Whatever the People's Democratic Party leaders and ideologues may say, the whole formulation of self-rule, which has become its battle-cry, is no different from what lays enshrined in the State Autonomy Committee Report as produced by the National Conference. In effect, internal autonomy and internal sovereignty mean exactly the same thing for India -- victory of fundamentalism, separatism and two-nation theory and dismemberment of India. Both these parties want the people of Kashmir to exercise all rights all over India and both of them want to the rest of India and Indians to hold aloof from Kashmir. They want triple citizenship for the people of Kashmir -- of India, of Pakistan and of Kashmir. Both the People's Democratic Party and the National Conference want Islamization of Kashmir and its polity. And, both these Kashmir-based outfits seek to mislead the Indian state and policy-planners in New Delhi by suggesting that their solutions are a counter to secessionism or to what Syed Ali Shah Geelani, Mirwaiz Umer Farooq and Yasin Malik have been demanding.
The People's Democratic Party also, like the National Conference, claims that its self-rule document contains a comprehensive scheme that not only resolves the "Kashmir problem to the satisfaction of all (India, Pakistan and Kashmir), but also takes care of the problems confronting different people inhabiting different regions of the state. Its president, like the National Conference leadership, believes that her solution, if accepted and implemented, would harmonize Indo-Pakistan relations, conciliate the people of Kashmir and forge a lasting peace in South Asia. In other words, it would end violence and please everyone - Pakistan, India and people of the state -- and militants and separatists.
The crux of the whole formulation of the National Conference and the People's Democratic Party is that Jammu and Kashmir is a disputed territory and that this problem can be surmounted only if the people of Kashmir are treated as a race apart and treated as such.
However, what these Kashmir-based parties have been saying and doing since years to make New Delhi accept their communal and divisive suggestions is quite understandable because they have scant regard for India and the Indian Constitution, as also because they believe in the two-nation theory. What is not understandable is the soft attitude of the Indian state towards them. The Indian state, instead of neutralizing the baneful influence of the People's Democratic Party and National Conference and defeating their communal and separatist agendas, has been consistently pampering and promoting them. So much so, the mainstream national parties, like the Congress and the BJP are not averse to the idea of sharing power with them and giving legitimacy to their pernicious and divisive views.
The BJP shared power with the National Conference at the Centre and gave the fullest possible cooperation to the People's Democratic Party when it was in power in the state. The Congress has been sharing power with the National Conference from time to time and right now it is part of the government, led by the National Conference, which is taking the Congress for a ride and questioning the very accession of the state to India taking recourse to white lies. The Congress shared power with the People's Democratic Party as well. Both these parties have been saying that whatever they did in the past and whatever they have been doing now they did it and they have doing it in the "larger national interest."
The Union Home Ministry has even gone to the extent of describing Kashmir as a "unique problem" needing a "unique solution," with the Kashmiri separatists, including those belonging to the People's Democratic Party and the National Conference exploiting the Union Home Ministry's mind-boggling formulation to the hilt and asking the Union Government to find a solution based on the formulation of the Union Home Ministry.
Enough is enough. The Union Government must abandon its appeasement policy. It must recognize the fact that the problem of Kashmir is fundamentally communal in nature and that the Kashmiri leadership is simply working for another communal partition of the country. A radical change in the New Delhi's policy towards Kashmir has become imperative considering the fact that Jammu and Kashmir houses a population that is highly diverse and that a vast majority of them is against the demands as put forth by the National Conference and the People's Democratic Party. To overlook these facts and to continue to cling to the same old Kashmir policy would be to create more problems than resolving the existing ones in the sensitive Jammu and Kashmir State. (Concluded)
