| Embezzlement of food grainsment for block Wadwan, Marwah established | | | Early Times Report
Jammu, Oct 11: The state government which constituted a committed to conduct enquiry into the alleged misappropriation of food grains meant for distribution among the rationees of twin blocks of Wadwan and Marwah of district Kishtwar resulting in the acute shortage of food grains in the ares. As per press release the committee in its preliminary investigation established the allegations and as such the matter was reported to Crime Branch by the government vide letter No. CAPD/Food/94/2009 dated 19-6-2009, In pursuance to the inatruction from government an FIR NO. 19-2009 u/s 409, 120-B RPC was registered at P.S Crime Branch Jammu. The investigation was carried out thoroughly wherein the allegations of embezzlement of food grains meant for the areas were found to have been established at Vailoo and Inshan guzar Wadwan godowna to the extent of Rs. 31,52,660.62. The I.O after completed the investigation established involvement of the officers and official of CAPD Department Anantnag, Khurshid Ahmad Sanaye, the then and present Dy Director CAPD South Kashmir, Anantnag, Riyaz Ahmad Wani, then Asst. Director, presently Dy. Director, North Kashmir CAPD Baramulla, Manzoor Ahmad Ganie, then Incharge Supervisor Vailoo godown.
The investigating officer on the basis of material evidence both oral as well as documentary established the aforesaid officers/officials and storekeepers of Vailoo/Inshan Guzar Godowns have entered into criminal conspiracy within each other by manipulating the official documents by sheer abuse of their official position embezzled the food grains entrusted to them for them for public distribution during the year 2008-09 thereby committed offence punishable u/s409/120-B/RPC read with section 3/7 BC Act, 5(2 PC Act …….All the four secused have been arrested in the case and the concerned CA & PD Department has been informed and requested to initlate action as convisage under rule 3(2) of J&K Civil Services (CC&A) Rules 1956. Immediate scarches of their residential premises at Rawalpora Srnagar, Shai huge transaction of money through their passbooks/documents recovered and sized on spot, which are being scrutinized and efforts are being made to arrest the remaining accused storekeepers for their custodial interrogation in order to unearth the huge scandal of CAPD Kashmir where food grains worth lakhs of rupees have been embezzled thereby causing loss the Govt. exchequer.
