Dissenting, divergent views from Jammu, Ladakh make panel task tough | Cabinet sub committee on Justice Sahgir Ahmad Report | | EARLY TIMES REPORT Jammu, Oct 11: Even as the state cabinet has given a go ahead signal for setting up of the cabinet sub committee for the purpose of examining Justice Saghir Ahmad’s report on Fifth Working Group on Centre –state relations, divergent views and resistance is being faced much before it could start deliberations on the report ,the core recommendation of which is autonomy as solution of political problems in the state. Sources said though the cabinet sub committee led by Finance Minister Abdul Rahim Rather is gearing up for a ‘tough job’ ahead, reluctance has started coming particularly from some Congress quarters based in Jammu and Ladakh on even discussing the report. These leaders have expressed reservations on discussing the main contours and dimensions of the report in the wake of the fact that majority of the representatives from various political non political organizations from both Jammu and Ladakh during the course of the meetings as well as afterwards when the report finally came in last year have opposed tooth and nail the recommendations of this Working Group. However, the Cabinet Sub Committee, even in the face of resistance and reluctance from some quarters has decided to go ahead with the discussions, first meeting of which is being held shortly. “We have not decided the date as yet but it will held very soon since we have to submit the report within three months………the issue will require a thorough and threadbare discussion on each and every aspect of the report”, said A R Rather, chairperson of the panel. Sources however said even though the sub committee has been framed in a very strategic and tricky as to show the members from all the three regions of the state have been given fair representation, the panel will face Herculean task to carry all regions along since Jammu and Ladakh have already differed with the report of Justice Saghir Ahmad. While Ladakh region in this sub committee will be represented by Tourism Minister Nawang Rigzin Jora of Congress (Leh) and Consumer Affairs & Public Distribution Minister Qamar Ali Akhoon of NC (Kargil), the aspirations of the Jammu region will be discussed by Industries and Commerce Minister Surjit Singh Salathia of National Conference and Health Minister Sham Lal of Congress. The composition of members for Kashmir region is also mixed in the sense one minister each from Congress and NC. While Law and Parliamentary Affairs minister Ali Mohammad Sagar belongs to NC, PHE minister Taj Mohi-u-Din belongs to Congress party, who will be required to discuss and examine the intricacies of the report in context of aspirations of the people of Kashmir region. “It is not a very easy job for the panel to convince each other on the report as Justice Saghir Ahmad has laid thrust on Autonomy as political solution…….since there are divergent views and opinions on this issue even between the two parties, it is going to be though job”, said a senior leader of ruling National Conference. “The resistance from Congress quarters is quite genuine and natural as Autonomy is the political agenda and slogan of National Conference”, said a Congress leader, contending there was no point in the first place in agreeing to formation of the Cabinet sub committee. It is pertinent to mention here that senior most leader of the Congress Pandit Mangat Ram Sharma only recently, during the visit of All Party Delegation completely ruled out talk of Autonomy contending J&K is already enjoying it and autonomy has already been granted on all fronts. The government took up the matter of discussing the working Group report last weel stating that it has been desired by the Union Home Ministry that state government should give its comments on the report of Working Group led by Justice Sahgir Ahmad to discuss most vital aspect Centre-state relations. Observers have it to say even in the face of opposition, the Cabinet sub committee has been formed, in the backdrop of NC, the main ruling partner trying to make its agenda loud and clear, which was reinforced three days back by Chief Minister Omar Abdullah’s loud assertion on the floor of the Assembly. It is also to put ball in the cour of Congress, also a ruling partner, so that it (NC) can show it to its constituency it has done whatever it could, a strategy that would put blame on the Congress in case the areas of disagreement on the report get deeper and wider.
