What will Rather Panel do by the way?

Jammu, Oct 13: The National Conference has referred Justice Sageer’s recommendations to a panel headed by the Finance Minister, Abdul Rahim Rather for consideration. The panel has to submit its report within three months. A question arises. What will the NC do after the panel submits its report? Can it bring autonomy to the state?
Justice Sageer headed one of the working groups formed by the Prime Minister in 2006. The group submitted its report early this year and National Conference considered it a victory. However, the National Conference could not celebrate the `victory’ as the first phase of the on-going agitation commenced soon after.
On January, National Conference patron and union minister for New and Renewable Energy, Dr Farooq Abdullah said the Prime Minster will restore autonomy to Jammu Kashmir after consulting the representatives of all the regions of the state.
Addressing media persons at his Gupkar residence, Dr Farooq said New Delhi was seriously considering implementation of Justice Sageer recommendations. “The Chief Minister has taken up the matter with Prime Minister and hopefully the PM will soon consult the representatives of Jammu, Ladakh and Kashmir”, he said.
The former Chief Minister’s words are clear. According to him, Omar Abdullah has taken up the matter with the Prime Minister who will consider the recommendations after consulting the people of the state.
The Prime Minister has not consulted the people yet. And, the final decision has to be taken by New Delhi and not by the Panel constituted by the state government today. So what is the Panel up to? What will the Panel do by the way?
Justice Sageer committed a tactical mistake by submitting its report to the Chief Minister. The working group was formed by the Prime Minister and being the ultimate authority to take a decision on the document, Sageer should have submitted it to the Prime Minister. Political circles in Kashmir believe Sageer approached the Chief Minister to keep him in good humour.
Forming a Panel at this point of time makes no sense. New Delhi has already nominated interlocutors whose mandate does not exceed the eight point formula of the Home Minister. Unfortunately there is no mention of restoration of autonomy in the formula.
The people of the state have not been consulted by the National Conference. Omar Abdullah knows there are no takers for autonomy in Kashmir. Autonomy has failed to fascinate the people in Jammu region. The people in Ladakh hate what they call Kashmiri hegemony. They want “freedom from Kashmir.”
