Approach Task Force with documentary evidence

As per the commitment of prime Minister, Manmohan Singh, three task forces were being constituted for examining various complaints on discrimination of the people of the Jammu region and those belonging to Leh and Kargil districts. Initially the Government of India had plans for constituting two Task Forces, one for the region of Jammu and other for the region of Ladakh because Leh and Kargil districts form the two main areas of the region of Ladakh. Possibly the decision was the outcome of the realisation that the people of the two district have separate issues and problems.In the past also the Government constituted committees to look into various politcal, economic and constitutional problems. But not even 10 per cent of the recommendations of those committees were implemented. If the Wazir Committee had recommended creation of three new districts in the Jammu region the report was left in the cold store for many years. It was left to Chief Ministeer, Ghulam Nabi Azad,who headed the Government between 2005 and 2008 to go beyond the Wazir committee report and carved out eight districts in the state, four in the Jammu region and four in the Kashmir valley. Years after the Gajendragadkar committee report it was Sheikh Abdullah who set the precedence of appointing a Jammu based leader as the Deputy Chief Minister. This trend was followed by Mufti Mohd.Sayeed when he was installed as Chief Minister in 2002. And since the assumption of office as Chief Minister Omar too has honoured the tradition.Actually political leaders in Jammu and Ladakh regions need not issue sermons on the level of regional discrimination while interacting with the members of the Task Forces. If the people in Ladakh region would focus their attention on their demand for grant of union territory status they would simply cause confusion among the members of the Task Force because this demand is not part of agenda of the Committee. Simlarly if the Jammuites rake up the issue of grant of statehood status for the region they would simply waste he opportunity that has been povided to them for airing their genuine grievances. Years before leaders belonging to the erstwhile Jammu Mukti Morcha and the BJP had prepared a brochure on the level of discrimination people of the region were subjected to. They need to update that material which is based on statisical data. In fact the members of the Task Force need documentary evidence on the nature and level of neglect of people of the two regions. They need not focus their greater attention on the devolution of political powers. The jobs of the political leaders and those heading other social and religious organisations is to explain to members of the Task Force areas where people in the two regions have received a raw deal. In fact the role of the Congress, the PDP and the National Conference (two Kashmir centric parties) in highlighting problems of the Jammuites and those in Ladakh may not be sincere. Hence as far as the Jammu region is concerned it depends upon the performance of the BJP, the Panthers Party,the VHP, RSS, Jammu state Morcha, the BSP, besides verious student organisations how far they will succeed in giving a detailed picture on the nature and degree of neglect. If the leaders of these organisations present the case in a way that is convincing one could expect a better deal from the Task Force. It is time that leaders of these organisations avoid indulging in mud-slinging against one another. It will be better if academicians of repute and prominent lawyers besides retired bureaucrats, belonging to the Jammu region, were involved in the interaction with the members of the Task Force. The emphasis has to be laid on giving equal share of Assembly constituencies between the Kashmir valley and the Jammu region because this has been the main source responsible for r egional discriminaiton. Other points should relate to the selection by PSC and SSSRB.
