Jammu presents contrasting festivity on Navratras, Annual Darbar Move | Road to secretariat illuminates as child grapples in dark to reach home safe | | Mishu Gupta EARLY TIMES REPORT Jammu, Oct 14: As the annual Darbar Move plans to shift to winter capital, hectic arrangements are afoot to receive top hierarchy of the administrative department in Jammu with all pomp and show. Apart from renovation works and refurbishing of the accommodations for the ministers and bureaucrats to be housed at various buildings in the city, the roads and lanes leading to Civil Secretariat for the cavalcades of the same too are taken under due considerations so that easy and smooth movability of the top officials may not get hampered or obstructed any where. In this context the pathways and areas identified are clinically earmarked and the developmental wor-ks are being taken on the war footings. In contrast to it, the thoroughfare of general public that was uprooted some more than a year ago still remains inn the most dilapidated conditions where a commuter has been finding reaching home safe and sound a miraculous adventure every day. As the city has started presenting a face lift look for its administrative incumbents, a minor child searching his way to a Ram Lila ground for a Navratra night show seldom may reach venue unhurt escaping a hit against a boulder or missing a fatal fall in a pit dug in the dark lane of Panjtirthi or Dewan Mandir. Now reverting back to its own devices, nonchalant over the basic problems of people, be it Kashmir burning or Jammu resenting, government seldom cares to descend down from its complacence to alleviate its fellowmen to some reprieve. The fine and smooth metalling of the roads leading to their cozy dwellings and vice versa to their place of official work (civil secretariat) every thing has been meticulously done. Alteration and modification of existing structure, speedy work on the new office complexes and face-lift of official accommodations is a high profile work presently being executed. This year the move employees will be able to enjoy better office space as an entire block of additional 20 large rooms have been build at the Civil Secretariat complex to house those departments which had to hire private buildings for their six months stay here. According to the officials, the rooms have been constructed to overcome the 'space crisis' a major problem the employees face after the highest seat of the government, which moves from Kashmir to Jammu, every winter. Sources said nearly two dozen departments had to stay outside the secretariat every year in the absence of space in the existing building. Officials said eight-clerical rooms had been modernized which will be inaugurated on the day Durbar opens in Jammu. Director Estates, Kurshid Ahmed said, "There is always space problem in civil secretariat, but with the addition of 20 more rooms, we would be able to accommodate more departments and employees". He said around Rs 1 Crore had been spent on the new block. Meanwhile, the Estate and other departments have started the renovation of the quarters where the employees are given accommodation during winters. The government quarters at Janipur, Sarwal, Subash Nagar and B.C Road are being given a facelift for the arrival of the employees. Jammu Municipal Corporation has also geared itself for the annual Durbar and has pressed in men and material to make the city ready. |
