Heading towards Trifurcation: Task forces recognition of Jammu, Ladakh | | | Early Times Report Jammu, Oct 14: Today's Jammu and Ladakh are different. No one can take them for a ride. They have their own distinct identity and personality and they have nothing to do with Kashmir and the kind of politics it has been witnessing since October 1947. The problems being faced by Jammu and Ladakh are of different nature and there is nothing that is common between these two regions and Kashmir, which till date exploited to the hilt these two regions in order to enrich the Valley. That New Delhi has recognized Jammu and Ladakh as distinct identities is a fact and it augurs well for the future of these two ignored and marginalized regions. How else should one interpret the setting up of two separate task forces, one each for Jammu province and Ladakh region? What New Delhi did yesterday is a first step of its kind that vindicates the age-old stand of the people of Jammu and Ladakh that they have always suffered losses at the hands of the Kashmiri leadership and that they need a separate mechanism that could take care of them and cater to their needs, economic or otherwise. And, what New Delhi yesterday did could also be construed as a major, major set back for the Kashmiri leadership, which had always taken Jammu and Ladakh for granted and believed that it could make New Delhi do whatever it wanted the authorities in New Delhi to do. For, it is for the first time in 63 years that New Delhi has taken a step that is based on the fact that Jammu and Ladakh are way behind Kashmir in terms of developmental needs. The constitutions of task forces for Jammu and Ladakh is one important development that establishes that the relations between these two regions and the Kashmir Valley are far from normal and that the state consists of three disparate regions, which fight among themselves on each and every issue. In fact, the setting of the task forces does vindicate the stand of those who believe that Jammu and Kashmir is an unnatural formation, that it came into being by an accident of history and that these regions could not be kept under one unified administrative set-up. The other important development is the appointment of interlocutors. These interlocutors will not only interact with Kashmiri leaders and the Kashmiri students and members of the civil society in Kashmir, but would also ascertain the views of the people of Jammu and Ladakh on what could satisfy them. This means New Delhi has put the people of Jammu and Ladakh at par with the people of Kashmir - something the Kashmiri leaders or all those who matter in Kashmir hate from the core of their heart. The Kashmiri leaders and others of their ilk in the Valley consider Jammu and Ladakh their colonies. What New Delhi did in just one day clearly means two things. One, Kashmir stands segregated from Jammu and Ladakh for all practical purposes. The very fact that the task forces would look into the complaints of the people of Jammu and Ladakh as far as neglect of the developmental activities is concerned and recommend measures to remove the disparities establishes that there would be some separate mechanism in place for these two regions. The other is that the people of Jammu and Ladakh would have a say as far as the tackling of the issue the national is confronted with in Kashmir. In other words, unlike in the past, the people of Jammu and Ladakh would be the two crucial factors. Hitherto, it used to be Kashmir, Kashmir and Kashmir alone. Gone are those days. It can be said with some degree of confidence that the state of Jammu and Kashmir is slowly but surely heading towards trifurcation. It is a positive development. Trifurcation is the only solution to the problems facing the people of the state. Trifurcation would harmonize relations between Jammu and Kashmir and between Ladakh and Kashmir. New Delhi has done well to constitute two task forces for Jammu and Ladakh. This is a step in the right direction. However, it is not enough. It should now work with single-minded devotion for the trifurcation of the state. It would not be something unconstitutional. Even otherwise, this state is destined to break considering the regional angularities, which are very sharp, and contradictions, which are irreconcilable. |
