Omar wants Delhi to announce fourth interlocutor | Report likely within a year | | EARLY TIMES REPORT Jammu, Oct 15 : Even though the ruling allies of J&K coalition have outwardly welcomed naming of three interlocutors for holding dialogue with various shades of people in state, the Chief Minister Omar Abdullah has now sought the Centre to name fourth interlocutor as early as possible. Sources said in the backdrop of widespread criticism from both mainstream parties and separatists over the composition of three interlocutors, Omar, apparently unhappy over the choice of three interlocutors, wants a fourth name, preferably one with some political weight. Soucres said that the chief minister is keen on an early start of a dialogue between the interlocutors and representatives of the many shades of opinion in the troubled state. But he wants a fourth person to join the team, one who carries weight politically, to make "a fruitful beginning in the dialogue process" in the present troubled times, the sources said. Abdullah is learnt to have conveyed the demand to Home Minister P. Chidambaram. Chidambaram Wednesday announced three interlocutors: journalist Dilip Padganokar, academic Radha Kumar and economist M.M. Ansari. The minister had declared that the three were well-known and "credible people" having a political persona. But the reaction from mainstream and separatist groups in Jammu and Kashmir has been quite negative over the names. Even though some leaders expressed optimism and some were reticent to the names from the ruling National Conference, the main opposition Peoples Democratic Party described it as a "dampener of hope". The separatists called Chidambaram's announcement an "exercise in futility". Peoples Conference chief Sajjad Gani Lone said the appointment of the three people was "insulting" to the people of Kashmir. According to the sources, the chief minister has studied all the reactions and asked the central government to include someone whose appeal would stretch to the alienated sections. Meanwhile, the three-member panel formed by the government to hold "sustained dialogue" with the people of Jammu and Kashmir including separatists is expected to submit its report within a year. While the terms and references were being framed for the three-member panel comprising leading journalist Dileep Padgaonkar, noted academician Radha Kumar and Information Commissioner M M Ansari, sources in the Union Home Ministry said the group was expected to submit its report within a year. The Ministry has prepared a set of all agreements and Constitution of Jammu and Kashmir and will hand over it to the three members soon, the sources said. The agreements include the Instrument of Accession, 1952 Delhi Agreement, 1975-accord and other relevant documents pertaining to the state. The sources said the terms and references will be framed in consultation with the members of the panel. |
