Soz's timely intervention, direction to MLCs helps avert 'national crisis' | Bills on setting up 3 universities | | EARLY TIMES REPORT Jammu, Oct 15: At a time when the coalition government in J&K is still engaged in 'firefighting operations' to bring back normalcy in Kashmir, its main ally saved the government from facing major controversy on account of few pieces of legislation which were place before the Legislature during just concluded Autumn session. As always a wise, mature and politically experienced leader Prof Saif-u-Din Soz's timely intervention into the matter, in fact helped avert in what the issue could have created national crisis due to its far reaching implications. Even as the state Assembly passed without resistance the bills envisaging setting up of three universities in the state, it was upon the intervention of JKPCC Chief Prof soz, Bashir Ahmed Magrey chief whip of Congress and RS Chib, the leader of the House in the Legislative council instructed the members to resist their passage and sought the 3 bills to be sent to the joint selection committee . In what Congress leadership soon realized that NC was in 'hot haste' to get the bills passed, timely intervention of Soz is now being seen as saving the coalition , Congress in particular from facing major controversy. It goes without saying that NC brought the bills in Council almost during last House of the proceedings apparently in haste to pass them. The NC also resorted to last minute tactics for it expected there would be no debate. However, Prof. Soz's contention is that he is not against any kind of University but these bills have to be, rather needed to be examined minutely so that 'each one knows the implications'. According to him what applies to trans world Muslim University applies to Guru Nanak University and Sheikh Ulam University also. The Congress leadership is now contending and arguing that NC should have earlier taken the entire coalition into confidence and educated Congress and others about the implications of bills, if any. This step, Congress feels would have helped all know about the aspects of bills and perhaps allowed its easy passage in both the Houses. Meanwhile, there has been some reservation and resentment about the role of senior Congress leader Abdul Ghani Vakil in the House by chief whip. According to highly placed sources Bashir Ahmad Magrey has written letter to Prithviraj Chauvan, explaining the reason for his grouse. In the letter Magrey has not only expressed deep anguish over what he termed as unbecoming and irresponsible conduct of Ab. Gani Vakil, MLC, but also complained that latter has always indulged in gross indiscipline for which duly constituted disciplinary action committee had also taken serious note. Magrey has further said that Vakil has been "left scot-free to do any thing whatsoever he chooses even at the cost of vital interests of the party,…… he is known for political freelancing despite the fact that he is the MLC of the Congress party", the contents of the letter read. Magrey, seeking party leadership's intervention has also alleged in detail contending Vakil was supposed to work for the party interested and obey the whip on the times so required as per the direction of the president of the party, but he always flouted the whip worked against the interests of the party. The ultimate instance is with regard to passage of three bills where as per the directions of the congress President Professor Saif-ud-Din Soz . Magrey has alleged even though he issued the whip to all the MLCs that they should resist the passage of above said bills on October 11, as the same had for reaching divisive implications and could prove counter productive unless studied and decided upon properly, it was not obeyed. It has been argued that the bills, 1. "TRANSWORLD MUSLIM UNIVERSITY, 2. SHEIKH-UL-ALAM RESEARCH UNIVERSITY, in Kashmir and "GURU NANAK KHALSA UNIVERSITY, in Jammu have far reaching implications. Magrey has also written in his letter to Chavan Congress was surprised to learn that National Conference had not taken the party into confidence earlier over the matter and showed hurry in getting the Bills passed in Assembly and MLCs were given no time to go through the bills properly. These universities will get massive funding from outside the country which could end up in a situation that the universities will have no control over curriculum/running of the university affirms and other activities unless the required safe guards were put in place. It was upon the direction from Prof Soz, the leadership prevailed upon the MLCs to resist the passage of the billon account of its possible adverse effects. Sources further said that senior that Chavan has been informed that even as R.S Chib and S. Arvinder Singh Mickey, Deputy Chairman of the House also apprised the members not to allow the passage of the bills and send them to the joint select committee, it was painful to note that Abdul Ghani Vakil, instead of supporting the party directions left the House along with another member Ali Mohammad. |
