Harsh alleges total collapse in PWD, allied government deptts | | | EARLY TIMES REPORT Jammu, October 16: Jammu and Kashmir Panthers Party MLA Harsh Dev Singh has alleged total collapse of the public works department (PWD) in the state with utter failure of PMGSY sector to achieve the stipulated targets and defaults, irregularities and non performance galore in the R&B sector. He regretted that the PMGSY, which was the most ambitions flag-ship scheme launched by the government of India, had become a casulality of the official red tape, bureaucracy and non governance and had failed to accomplish the targets fixed by government of India. He claimed that the state had recently been declared as a tail-ender in the implementation of PMGSY scheme much to the chagrin and disappointment of the rural areas eagerly awaiting road connectivity. He also regretted that even the schemes included in priority 1st of core network could not be completed due to multiple failures and defaults on the part of PWD department. Mr. Harsh Dev Singh further alleged a department-contractor nexus in PWD which had adversely affected the pace of works. He said the contractors had been openly violating the terms of agreement stipulated under the scheme with the result that the schemes envisaged for completion in one year often took 4-5 years for completion and even more in certain cases. Harsh Dev Singh further castigated the PWD department for defaults, irregularities and financial indiscipline in R&B sector. He said that he was informed in the Assembly that 2020 works were executed in the state without inviting tenders during the last 18 months. He further charged the R&B sector for misuse of state sector, reconstruction plan and projectization plan. He said that funds under the aforesaid heads were used in the most clandestine and arbitrary manner without adhering to any financial norms. He said that even the decisions taken in cabinet-cum-DDB meetings and District Development Board meetings were dishonoured by the department. Emphasizing the need of bringing about transparency and accountability in the department, Mr. Singh sought holding of periodical reviews of the functioning of department so as to ensure not only proper utilization of funds but also time bound completion of public utility works in the interests of public at large.
