Changing sasons and weather hold no restriction on infiltration | | | Early Times Report Jammu,October 16:For agencies across the LOC and the IB neither the changing seasons nor the weather hold any limitations and complications as far as their plan of pushing groups of militants into Jammu and Kashmir is concerned.That weather holds no threat to infiltrators had been proved since 1990-1991 when groups of militants sneaked into Kashmir while negotiating with the snow covered mountains and forests in Kupwara district.At that stage the rubber shoes used to be in great demand in the valley and one report had revealed that the dealers had ran short of the rubber shoes as large boxes,filled with the shoes,were sent across the LOC for enabling militants to cross into Kashmir on sledges and while skating down the snowy slopes.The practices continues though on a limited scale. And it is in this context the security agencies have carried out series of experiments for upgrading the anti-infiltration measures.Over the years it has been found that in the entire border belt,including the IB, in the Jammu sector militants have taken advantage of tall Sarkanda and maize plants in the summer months while infiltrating into the Indian territory.To counter this menace security jawans are being seen engaged in destroying tall Sarkanda in order to prevent militants from hiding behind these plants till they managed to sneak into the villages. In Poonch and Rajouri border areas the Government instructed farmers not to cultivate maize close to the LOC and on the sides of the main road arteries during the summer months.And whereever the farmers had violated these instructions maize crops were destroyed.And in the winter months it is dense fog in the Jammu region and heavy snow in north Kashmir border belts that affect the anti-infiltration measures.However,over the years sophisticated devices and gadgets have been given to the troops and the BSF,guarding the border.These eqipments,including the sensers have helped the security forces in monitoring the movement of the infiltrators. The process for upgrading the anti-infiltration measures is going to be a continuous affair because there is no sign of any drop in the level of ingress.In a bid to improve anti-infiltration measures the border guards were being provided with devices that could improve visibility during the foggy season.Official sourcs said that agencies across the border have decided to step up the rate of pushing militants into Jammu and Kashmir even in the winter months. According to these sources,Chinese Army experts,who are in Pakistan in connection with updating the war machinery across he entire border In Jammu and Kashmir,have been assisting Pak agencies in developing new techniques which could help the rate of ingress to go up.Pakistan has by now realised that the only way to keep the anti-India movement alive in Jammu and Kashmir was to increase the rate of infiltration so that there was no shortage of mercenaries required for keeping the secessionist movement and the scale of violence alive. Sources said that with increase in political and economic instability in Pakistan the official agencies,like the Army and the ISI,would continue to provide material aid to militants for kicking up violence in Jammu and Kashmir.They said that violnce and infiltration will continue in Jammu and Kashmir unless Islamabad came under severe pressure from the international agencies for keeping its hands off Kashmir.
