Army opposed to dilution or withdrawal of AFSPA | | | EARLY TIMES REPORT JAMMU, Oct 17: The Army authorities have once again conveyed to the Government that it was premature to either dilute or withdraw the AFSPA which has been in force in Jammu and Kashmir since 1990. Official sources said that the senior field commanders in the Army had carried out a fresh review of the security scenario in Jammu and Kashmir and it has been found that the situation continued to be uneasy despite marked improvement in the level of violence. The sources said that the Army authorities had no problem if the AFSPA was withdrawn or repealed after the situation in the troubled state became normal and peaceful and the level of infiltration of militant s from across the border touched zero. The authorities have conveyed to the Government that since militants continue to attack soft targets and even ambush security forces during their movement some sort of legal shield was required. According to these sources, the Army authorities had carried out a fresh review of the human rights record of the troops in the light of the allegations of violations by the separatists and others but it was found that more than 95 per cent complaints were false. Since the Army has its "human rights cell” which quickly examines any complaint or allegation of violations against the troops there was very limited scope for the soldiers or the officers to indulge in any form of excesses. As per the review the proxy war having been launched against India in Jammu and Kashmir since 1989 has not been either suspended or abandoned by Pakistan. Hence troops and other security agencies needed to have the required legal shield so that their powers to carry out search operations against the militants and arresting those suspect ed to be militants or their couriers were not curbed. The Government has been told that the campaign against the Army is part of the plan of the separatists to malign the forces. Such campaigns have been found only in the urban belts whereas in the rural areas, especially in the border belts, there is lot of goodwill for troops among the people.
