Wajahat in his true colours, wants Delhi to grant autonomous status to J&K | News ANALYSIS-II | | EARLY TIMES REPORT JAMMU, Oct 17: The opening paragraph of this news analysis clearly suggests what Habibullah wants. He wants the pre-1953 position for the state and this, according to him, is something minimum that may be acceptable to the Muslims of Kashmir. He wants the withdrawal of the AFSPA and he wants the withdrawal of all the Central laws from the state. Besides, he wants New Delhi to "bring the people of the state, and the Valley in particular, towards participation in governance" and "allow to the Kashmiris the same respect and dignity that is considered a right by every Indian citizen…" Habibullah wants New Delhi to withdraw the AFSPA and grant pre-1953 status to Jammu and Kashmir and, at the same time, urges New Delhi to "bring the people of the state, and the Valley in particular, towards participation in governance." The formulation of Habibullah is highly flawed. In fact, it is a contradiction of sorts. What exactly he means by bringing the people of the Valley towards participation in governance? Does he mean the revival of a system under which the ruling elite enjoyed extraordinary legislative, executive and judicial powers and the people didn't enjoy even normal civil and political rights; when the press was gagged; when the Council of Ministers could order seizer of any press on the ground that it had printed an article that in its opinion was seditious in nature; when the state had committed judiciary and committed Sadar-e-Riyasat? Does he mean the revival of a system under which the final interpreter of the law was the "Council of Ministers" and when there was no check whatever on those at the helm and their henchmen; when there was no democracy in the state; when the ruling elite rigged elections and crushed dissent? Or, does he mean the revival of the Jammu and Kashmir Constitutional Act of 1939 - legislation that had not been enacted by a popularly elected assembly? Even a naïve would reach a conclusion in no time that wants that system to revive in Kashmir that existed there before 1953, when the people didn't have any democratic right or when they wore dismissed with contempt by the likes of Sheikh Abdullah as third-grade subjects whose life was not one of political and economic aspirations. The fact is that Habibullah knows anything about Kashmir where he served as Divisional Kashmir for years, but not prepared to inform the nation as to the ground realities in the Valley. The reasons are not difficult to fathom. He represents the modern day Jinnahs and, hence, he preaches and advocates falsehood and motivated formulations having nothing to do with the realities. Doesn't he know that it is the people of Kashmir (read Kashmiri Muslims) who have been ruling the roost since October 1947? He knows it. Doesn't he know that they control all the political, administrative and economic institutions? He knows it. Doesn't he know that they dominate the state's polity and economy? He knows. Doesn't he know that they swamp the service sector; and they grab the Indian tax-payers' money and loot and plunder the people of Jammu and Ladakh? He knows it full well. Doesn't he know that they dominate the legislative assembly; they dominate the Council of Ministers; they hold the portfolios with considerable political weight and considerable money; and they dominate the civil secretariat? He knows it. Doesn't he know that the Kashmiri Muslims belong to a region that is highly prosperous and where the percentage of people living below poverty line is three, as against nearly 37 per cent in the rest of the country? He knows it. Remember, most of the people who live below poverty line in the state are in the Jammu province." Habibullah knows everything, but he would not acknowledge it because acknowledging the truth would mean the defeat of Jinnah in him. His bottom-line, like the bottom-line of the Kashmiri leaders, barring a very few exceptions, is secession. He, like the Geelanis, want New Delhi to quit not only Kashmir, but Jammu and Ladakh as well so that Kashmir continues to exploit, humiliate and persecute the people of these two regions as before. Habibullah's suggestion "allow to the Kashmiris the same respect and dignity that is considered a right by every Indian citizen" is hollow, meaningless and misleading. Who is he fooling? How could he talk of "respect and dignity" of the Kashmiri Muslims as "Indian citizens" when he himself denounced the Indian Constitution and recommends restoration of the pre-1953 status? It is a double-speak and he needs to be exposed. But the problem is that there are elements in the New Delhi's corridors of power who go by the perverted views expressed by perverted persons and communalists and complicate further the already complicated situation in the sensitive border state.
