No interlocutors, tripartite talks only way out: Separatists

JAMMU, Oct 18: A section in the Kashmiri separatist camp is opposed to broadbasing team of interlocutors by including some top political leaders on the plea that problem cannot be resolved with the inclusion of interlocutors.
“Kashmir problem is a ticklish issue. It has neither any defined solution. It needs to be properly debated and discussed by all the stakeholders which is possible only through tripartite talks,” said senior separatist leader Prof.Abdul Gani Bhat. He added that the three interlocutors are no doubt people of repute but it is not in their hands to resolve the problem even if some top political leaders are included in it.
Bhat said the team of interlocutors "cannot take any decision but can simply make recommendations" which is time consuming. He said "we have waited for a long time and we cannot wait for more time. We want immediate settlement and that could be possible if Delhi adopts new approach.”
“We want the dispute to be resolved because Kashmir issue is key to peace,” he said adding that the dispute can be settled through triangular talks. He said that "let India resume the composite dialogue with Pakistan on one hand and on the other restart the dialogue with the Kashmiris." He said "Let Islamabad be allowed to talk to the Kashmiris and through these exercises on triangular, basis a solution acceptable to people of Kashmir, to Pakistan and to India can be evolved.”
Separatist leader said that Delhi should give up traditional technique of appointing negotiators or interlocutors for initiating a process of dialogue with cross section of people in Jammu and Kashmir because any solution which does not have the backing of Islamabad cannot be durable.
In support of his contention that the Kashmir issue can be resolved through triangular parleys, Bhat referred to the Tashkent and Shimla agreements, Lahore declaration and the aborted Agra summit and said these agreements failed to resolve the issue because genuine representatives of people of Jammu and Kashmir had not been involved in framing these agreements
