Drastic changes in 150-yr old Police Act on the cards

Drastic changes in the 150-year old Police Act were proposed today by a government-appointed committee which sought a fixed two-year tenure for Directors General of Police and separate wings for law and order and crime investigation duties.

"The main idea is to make police efficient, effective, people friendly and accountable," noted jurist Soli J Sorabjee, who headed the Police Act Drafting Committee, told reporters after submitting the report to Home Minister Shivraj Patil here.

Another highlight of the report is a suggestion for having an independent mechanism to look into complaints of public against police and ensuring that there is no "extraneous" pressure for transfer or suspension of police personnel, he said.

The major recommendations of the panel, constituted in September 2005, aim at ending corruption among policemen, breaking their nexus with mafia and, at the same time, ensuring better working and living conditions.

The Committee, during its 40 meetings, considered wider perceptions of the public about police and took note of the recent amendments to policing legislations in Britain, Ireland, South Africa, Pakistan and Sri Lanka.

To a question, Sorabjee said the Government was serious in its efforts to bring about amendments in the Police Act.

In the backdrop of a Supreme Court order to bring about the reforms by December 31, 2006, he hoped that a legislation to this effect might be introduced in the Winter Session of Parliament.
