APHC's signature campaign is a move to counter Geelani

Not prepared to continue to play a second fiddle to the hardliners,headed by Syed Ali Shah Geelani,the All Party Hurriyat Conference (APHC) ledership seems to have decided to launch ,what is called,a political offensive against New Delhi by kickstarting a campaign in favour of US intervention for persuading India and Pakistan to resolve the Kashmir issue.Atleast for a change:the chairman of the APHC,Molvi Umar Farooq,blamed both Islamabad and Delhi for delaying the settlement of the Kashmir issue which had been instrumental in a prolonged spell of unease in Kashmir.Luckily the Kashmir Mirwaiz has not decided to launch the campaign by inciting people to stage protest rallies in the streets of Kashmir.He has chosen a convenient way.Reports indicate that the signature campaign is aimed at seeking Washington's intervention for impressing upon Delhi and Islamabad to resolve the Kashmir issue.After the signature campaign was over it would be sent to the
American embassy in New Delhi in the form of a memorandum so that the embassy officials informed Washington about the demand of the Kashmiri separatists.The signature campaign has been started from Monday so that the memorandum,affixed with the signatures of Kashmiris,was ready before the American President,Barack Obama,landed in New Delhi early next month.In fact the separatists,of different hues,have been in favour of either the US intervention or a third-party mediation.Even Islamabad has campaigned for it for the last several decades.If not in any other field New Delhi has stood to its stand conveying to the world that since the issue was bilatral it had to be resolved bilterally.And the world accepted India's plea that is evident from the way both the UN and Wasington have conveyed to Islamabad that the US has no plans to either mediate on Kashmir or intervene in the bilteral disputes without concurrence by both India and Pakistan.Even the UN
authorities have announced that the world body could use its offices in resolving the dispute provided both sides sought the UN intervention.And despite this known stand of Washington on the issue the APHC has launched the signature campaign.It has even pleaded for US watch on the Kashmir developments so that the two sides were persuaded to end the 63-year old dispute which had caused immense losses to the people in Kashmir.This is one side of the APHC story.The other pertains to its renewed support for triangular talks.The APHC leadership favours resumption of the composite dialogue with Pakistan and at the sametime restart talks with the Kashmiri separatists so that a solution was hammered out which could satisfy the wishes of people of Jammu and Kashmir,India and Pakistan.The APHC has made known its support for the triangular parleys after it realisd that India may simply lay emphasis on Delhi-Srinagar talks and ignore Islamabad.The APHC leadership
believes that no solution can be duarable if it does not have the stamp from Islamabad and people of Jammu and Kashmir.This way the separatist conglomerate wants Islamabad-Hurriyat channls of dialogue to be reopened.If one believes that the Kashmir issue is a bilateral
problem it requires the dispute to be settled through talks between Delhi and Islamabad.That leaves hardly any scope for involvement of Kashmiri separatists in the parleys.One expects the separatists camps to kick up one surprise move after the other because they have failed to set their houses in order and had equally failed to forge unity among various factions.And the only way left open to them was to cause one confusion or the other and to trigger one problem or the other.One thing seems to be certain.So long Delhi delays resumption of meaningful dialogue with all shades of opinion in Jammu and Kashmir voices and slogans and strategies will keep on multiplying.
