| CU needs Jammu-base academician as its first Vice-Chancellor | | | EARLY TIMES REPORT JAMMU, Oct 19: Reports emanating from New Delhi suggest that the Human Resource Development (HRD) ministry is contemplating the appointment of a non-academician as Vice-Chancellor of the Central University of Jammu. These reports, if correct, do not auger well for the people of Jammu province, including students, who have been fighting since 2009 for the appointment of a Jammu-based academician as the first Vice-Chancellor of the sanctioned Central University of Jammu. It is strange that the people of Jammu province have to fight every time for getting their demands conceded. First they fought against those who tinkered with the earlier decision and transferred the Central University from Jammu to Kashmir to appease the people of the Valley and forced the authorities in New Delhi to set up two Central Universities in the state, one each in Jammu province and Kashmir Division. New Delhi took this decision and, at the same time, withdrew its proposal regarding the establishment of Indian Institute of Management (IIM) in Kashmir. The people of Jammu had to fight again when reports poured in that the HRD ministry had decided to impose on the Central University of Jammu Amitabh Mattoo as its first Vice-Chancellor - Mattoo known for his pro-separatist, pro-self-rule, pro-unruly elements and pro-Pakistan views; Mattoo who is also known for his communal formulations and anti-Army and anti-paramilitaries views; Mattoo who stands excommunicated from the community to which he belongs. It would not be out of place to mention here that it was not just the people of Jammu who had opposed the idea of controversial Mattoo being appointed as Vice-Chancellor of the Central University of Jammu. The bulk of displaced community of Kashmiri Hindus, too, had joined hands with the protesting people of Jammu province and opposed the HRD ministry's move tooth and nail. It was the opposition of the people of Jammu and the displaced Kashmiri Hindus that reportedly forced the HRD ministry to review its stand. The people welcomed the change of heart on the part of the HRD ministry. They felt that the HRD ministry has appreciated their aspirations and that it would appoint a Jammu-based academician as its first Vice-Chancellor. There is no dearth of suitable and highly qualified persons in Jammu. But their hopes seem to stand belied. Hence, the people of Jammu are again on the warpath. This time their anger is directed against the concerned authorities in New Delhi, which, according to reports, have made up their mind to hit the people of Jammu below the belt by imposing on the Central University a non-academician Vice-Chancellor. The authorities in New Delhi should not take such a step, as it would defeat the very purpose of the Central University. The Central University of Jammu needs an academician as its first Vice-Chancellor. Why because only a teacher knows what needs to be done at the very beginning and what sort of infrastructure needs to be created. Why because only an academician is competent to recruit suitable teaching staff. Why because only a teacher can lay a good foundation. You can have a registrar who is well-versed in administrative matter. But you simply cannot afford to have a non-academician as Vice-Chancellor of any university, particularly when the process has yet to be started. You cannot appoint someone as Vice-Chancellor who only lobbies and who knows nothing or very little about academics. Even the registrar of university should be preferably a teacher because university is a house of learning. The HRD ministry needs to take into consideration all these facts and appoint some academician, who is Jammu-based, as the first Vice-Chancellor of the Central University because he alone knows the educational needs of the people; because he alone, and not an administrator, knows how to cater to the educational needs of the people. |
