Model villages project more on papers than on ground | | | EARLY TIMES REPORT Jammu, Oct 20: With much fanfare, state government had implemented a project to develop rural areas by developing some of the villages as “Model Villages” couple of years ago. But to successfully implement the scheme much is needed to be done, as many loop holes are reported from these Model Villages of the state. In the beginning, a village was selected in each block in district at the cost of 1 crores 20 lakhs under the PM`s Re-construction Plan. The project reports/action plans were to be prepared in consultation with gram panchayats. There are almost 57 such villages in the state. In this plan main thrust has been given infrastructural development such as improvement in overall sanitation of the village including lane/drains, use of solar technology for street lights, creation of essential facilities like CFCs, playground and recreation parks, establishment of rural informatics centers, small shopping line/lines for local educated youths. The main focus of the plan is to develop infrastructure facilities in the villages and raise the level of health and education. The idea was not only to provide basic services in rural areas to check migration of population and improve quality of life to demonstrate the use of latest technology and ensure integrated development of these areas. The plan would also utilise local resources to create employment opportunities and mini cottage industries. In one of such Model village Akalpur in block Marh (Jammu district), sources said, there was no shopping complex, roads are in dilapidated condition, no maintenance of lanes/drains and four solar lights that were installed are not working. In another such village, Bareek Kameela in block and district Samba situation is no more different. In this village also no solar lights were installed, shopping complex is yet to be completed, parking space is out of use, lanes are in dilapidated condition and computer centre allotted for the village is working in a government school. In model village Neeli in Majalta, sources said, these facilities were provided but they are in dire need of proper upkeep. Condition was quite opposite in Model Village Suchetgarh in district Jammu where facilities are not only provided but were also maintained properly, sources claim. Elders of the villages attributed this to as centre of Suchetgarh Assembly constituency, and its nearness to Octroi post along the International Border (IB).
