Where is the Election Commission & where is the J-K Governor?

JAMMU, Oct 20: Conspiracies are being hatched at international level to queer the I ndian pitch in Jammu and Kashmir. The American and British diplomats are working in tandem in this regard. The members of the European Union are also not lagging behind. They are visiting Kashmir at regular intervals and meeting the Kashmiri separatists, including PDP leaders like M ehbooba M ufti, thus giving a dangerous legitimacy to the politics of communalism and separatism in Kashmir, creating additional difficulties for the I ndian nation and putting a question mark on the future, safety and security of the minorities in the state as well as the people of Jammu and Ladakh, who have nothing to do with the Kashmiri separatists and communal forces in the Kashmir Valley.
Yesterday, British High Commission's I slamabad Political Head Sharon M cDonald and her counterpart in New Delhi Victoria Whilford met M ehbooba M ufti to ascertain her views on what could help resolve the so-called Kashmir issue.
As expected, she told the visiting diplomats that "a new narrative is emerging from Kashmir that has to be configured into any resolution"; that "young population of Kashmir has articulated its feelings on the issues facing them during the recent unrest as never before"; that "the youth of Kashmir must get what comes by right to every citizen of free world"; and that there has to be in place some joint mechanism between I ndia and Pakistan in sectors like water, power, environment, tourism and trade.
What M ehbooba told M cDonald and Whilford clearly established two things. One, she and her PDP, like Omar Abdullah and his NC and other Kashmiri separatists, do not want to have any kind of truck with I ndia. Give the Kashmiri youth what a free citizen deserves in a free world was the upshot of her argument.
This means nothing but independence from I ndia. Two, Pakistan is the most important factor in the state's political situation and it cannot be ignored. I n other words, she reiterated her stand that New Delhi has no other option but to share sovereignty with Pakistan in the I ndian Jammu and Kashmir. To be more precise, she told the visiting diplomats that if New Delhi really wishes to restore peace and calm in the restive Kashmir Valley, it has no other option left but to undermine the very accession of Jammu and Kashmir to I ndia and recognize that Jammu and Kashmir was a part of the partition plan and that this issue has to be resolved accordingly.
It is clear that there was no difference between what she told the visiting diplomats and what Chief M inister Omar Abdullah said on the floor of the assembly on October 6 and what other Kashmiri separatists have been saying since 1947.
There was no difference at all. Both M ehbooba, Leader of the Opposition in the assembly, and Omar Abdullah, leader of the NC-Congress Legislature Party, preached sedition. Leave alone Geelani, M irwaiz, M alik and similar others because they are not part of the establishment. They are, of course, carrying on their anti- I ndia movement with the help of certain elements in the political establishment in the state.
All this should serve to prove that both the ruling coalition and the main opposition PDP have subverted the Constitution of I ndia and the Constitution of the State or both the ruling coalition and the PDP have went beyond what the I ndian Constitution and the State Constitution envisage and lay down. They have revolted against I ndia for all practical purposes and still they are part of the establishment.
I t's a horrible situation. No state worth its name could tolerate any person-in- position to wreck the constitutional framework both from within and outside, as is being openly and willfully done by Omar Abdullah and M ehbooba Mufti.
But the question is: What is New Delhi doing to stem the rot and to isolate the likes of Omar Abdullah and M ehbooba M ufti? I t appears that there are elements in the I ndian establishment who are encouraging the anti-I ndia diplomats to visit Kashmir and vitiate the atmosphere there. New Delhi cannot act like this. I t is its fundamental duty to rein in the controversial diplomats. Again, the question is: What is the State Governor, who is constitutional head of the state and who is duty-bound to defend and protect the constitution, doing? Where is he and what is he doing? He is not discharging his constitutional obligations. I nstead, he is watching these anti-I ndia activities as a mute spectator. Jammu and Kashmir is a sensitive border state. I t just can't afford to have a Governor who is just incapable of discharging his constitutional duties. Similarly, the question is: Where is the Election Commission of I ndia and what is it doing to implement the Representation of People's Act, which envisages that any political group that would say a single word against the Constitution of I ndia shall be de-recognized and proceeded against under the relevant laws?
It can be said that the constitutional authorities in New Delhi and in the state have utterly failed to protect and advance further the country's paramount sovereign interests. This is not a good omen. When will the constitutional authorities rise to the occasion and act against those wrecking the I ndian State? Should it be presumed that the I ndian State is fighting against itself?
