Failing in joining within 21 days would deliver chance to second list: Bhalla | Govt. to issue appointment letters to Kashmiri migrant youths | | EARLY TIMES REPORT Jammu, Oct 21: The Minister for Revenue and Relief, Raman Bhalla, has denied the allegations that the state Government was deliberately delaying issuing appointment order to those displaced youths from Kashmir who had been selected for jobs in Kashmir. Bhalla said that when the list of selected candidates was ready administration had informed the candidates that appointment order will be issued to them if they agreed to join the place of posting within 21 days. Bhalla said that in the wake of turmoil and violence in the Kashmir valley since June last the selected candidates developed cold feet with the result the Government did not issue the appointment orders. The Minister said, “Even though the security scenario had marginally improved in Kashmir we have decided to issue the appointment orders shortly and those having received the appointment letters would be asked to join their duties within 21 days." He said if anyone failed to join the duties within 21 days the Government will issue appointment letters in favour of those candidates who are in the next list of selected candidates. Bhalla said that the Government has decided to give jobs to all the 3,000 youths belonging to the displaced families from Kashmir under the Prime Minister’s package. In reply to a question he said that instructions have been given to the departmental heads and other senior bureaucrats that those given appointment letters be posted at the district and tehsil headquarters instead of sending to farflung areas in the valley. In reply to another question the Minister ruled out the possibility of adjusting the selected youths in other places in the Jammu region on the plea that these 3,000 posts, for which the central Government had to meet the wage bill, were meant for the Kashmir valley only. He explained that under the Prime Minister's employment package for the Kashmiri migrant youths 6,000 additional posts had to be created for which the centre was to meet the wage bill for 3,000 youths and the state had to bear the expenses for the remaining 3,000 youths. He said that since the financial position had not allowed the state Government to bear expenses on 3,000 posts state government have requested the centre to include the remaining 3,000 posts in the central sector. Bhalla suggested to the educated youth belonging to the displaced families from Kashmir to get ready as they would be getting appointment letters for various jobs in the Government sector and they are supposed to join the places of postings within 21 days failing which second list of selected candidates would be given the appointment letters. He said both the state and the central Governments were keen to initiate measures for the betterment of the lot of the Kashmiri migrants.
