Preach secession and become vice-chancellor or chairman of Jammu and Kashmir bank

JAMMU, Oct 21: There are reports that former Vice-Chancellor of Jammu University, Amitabh Mattoo, who converted the highest seat of learning in the Jammu province into a den of undesirable activities during his tenure of six long years, has not given up the hope. He is, according to reliable sources, trying his level best to become Vice-Chancellor of the sanctioned Central University of Jammu. He may succeed. After all, during the past about ten years, the state has seen controversial persons/track-II operatives and protagonists of greater autonomy, self-rule, independence and Pakistan becoming Vice-Chancellors of the universities and Chairman of J&K Bank. It all started during the regime of Mufti Mohammad Sayeed regime (2002-2005). It is not an exaggeration. It is a statement of fact.
It all started with the appointment of Amitabh Mattoo as Vice-Chancellor of the Jammu University. What were his qualifications? His qualifications were that he was more an ideologue championing the cause of the Kashmiri separatists or protagonists of greater autonomy for the state then an academician and that he believed in American lobby system. Before becoming Vice-Chancellor of Jammu University, he had established his pro-autonomy credentials through his political essays, published in The Hindu, The Hindustan Times, The Times of India and the Indian Express and through his television interviews. And, remember, he became Vice-Chancellor immediately after he became Professor in the Jawaharlal Nehru University, an institution known for producing mercenaries and rebels. In other words, his only qualification was that he was a champion of autonomy or the one known for his anti-Indian Constitution views.
It would be no exaggeration to say that Mattoo was a plant. The BJP-led NDA Government planted him in Jammu to prepare the ground for the state's autonomy. Just look at the records available with the University of Jammu and you will see for yourself that most of the time Mattoo remained away from Jammu taking part in the seminars/conferences on Jammu and Kashmir and India-Pakistan relations; you will see for yourself that Mattoo remained involved in organizing the PUGWASH-sponsored anti-India conferences in Pakistan, Sri Lanka, Kathmandu and other places.
Mattoo was not the only person who was rewarded by the Indian State and its tools in J&K for his pro-autonomy, pro-Pakistan and pro-separatist views. There were three more persons who were rewards for the same reasons. They were Haseeb Drabu, Siddiq Wahid and Riaz Punjabi. Drabu became Chairman of the J&K Bank. A couple of days before his appointment as Chairman of the J&K Bank, he told the controversial Burkha Dutt of the NDTV 24X7 that he was neither for autonomy nor for the state's merger with Pakistan, he was for the state's independence. He was participating in the "We the People" debate on J&K. The whole of the world saw Drabu demanding political emancipation from India and yet the Indian State appointed him as Chairman of the J&K Bank. In other words, the Indian State rewarded his for his out-and-out anti-India stand.
Not content with the appointment of two highly controversial Mattoo and Drabu, the political instrument of the Indian State in J&K appointed Siddiq Wahid as Vice-Chancellor of Islamic University, Kashmir. His only credential was that he was advocating anti-India views and advocating for the state greater autonomy, even independence. His other qualification was that he and Mattoo worked together to spoil the Indian pitch in Kashmir by airing controversial views in the American-funded PUGWASH-sponsored conference on Kashmir. Yet another qualification of Wahid was that he served as Chair Professor, Maharaja Gulab Singh Chair, University of Jammu, for about eight months from August 2004 onwards; that he didn't write a single word as Chair Professor; that he remained away from Jammu for most of the time attending anti-India conferences, sometimes even without obtaining prior permission from the concerned authorities; that he could not get his salary for months together on the ground that he had flouted the service rules; and that Amitabh Mattoo released his salary only when the then Head of the History Department relinquished his office before completing his three-year term - Head of the Department who had repeatedly asked Mattoo to de-link the Maharaja Gulab Singh Chair from the History Department and attach it to the Vice-Chancellor's office if Mattoo wanted to release his salary.
These were the qualifications that induced the political instrument of the Indian State in J&K to reward Wahid with the post of Vice-Chancellor. But Wahid was not even qualified for holding the prestigious Maharaja Gulab Singh Chair, which now stands closed for all practical purposes. The only contribution of Vice-Chancellor Sawhney and Governor Vohra is that they have made the Gulab Singh Chair dysfunctional for reasons best known to them. So much so, the University Council entrusted the job of looking into working of the Maharaja Gulab Singh Chair and the work the Chair Professor did to Wahid, who had vitiated the Maharaja Gulab Singh Chair itself.
As for Riaz Punjabi, he, too, was rewarded for his political views. He was appointed as Vice-Chancellor of the Kashmir University. He was a protagonist of greater autonomy for the state then and he continues to remain so even today. But more than that, he was the one who recommended division of Jammu province on communal lines in order to facilitate the task of the protagonists of Greater Kashmir. Remember, the National Conference government had assigned the task of preparing regional autonomy committee report to Punjabi. He was given the status of Deputy Minister. One can read his regional autonomy committee report and draw a conclusion.
The moral of the story is that preach secession and become vice-chancellor or chairman of J&K Bank. It would not be surprising if the Indian State dismisses the demand of the people of Jammu seeking appointment of a Jammu-based academician as the first Vice-Chancellor of the Central University of Jammu and rewards Mattoo once again with the post of Vice-Chancellor of the said university of Jammu.
