Wireless intercept: PoK-handlers ask ultras to disturb peace in J&K | | | BHARAT BHUSHAN EARLY TIMES REPORT JAMMU, Oct 21: That they cannot digest an environment of peace in J&K once again became evident Wednesday when a PoK-based Hizbul Mujahideen (HM) commander asked his counterpart on this side of the border to "disturb peace in J&K". "You ought to keep the pot boiling till more trained militants from PoK join you," the PoK (Pakistan occupied Kashmir) HM commander said to a commander of his outfit on this side of the Line of Control (LoC) on a wireless set. Whole of the conversation was intercepted and recorded by Indian intelligence agencies, according to a senior police officer. He said the commanders were heard saying that to sabotage peace initiatives in the state, fresh strikes were needed on police and army installations, and at crowded places. As per the wireless intercept, with the strengthened security apparatus and strategy of police and army to take on top militant commanders perched in the state's inaccessible areas, said to be their safe havens, the non-state perpetrators of militancy in PoK were finding it difficult to maintain minimum number of their cadres to continue their activities effectively. The barbed fence and 24x7 foot patrolling by army soldiers along the 742-km-long LoC had further minimised chances of infiltration into the Himalayan state, the officer added. "The frustrated terror mentors in Pakistan are desperate to push militants in Jammu and Kashmir," he said. The officer said the wireless intercept also unfolded "secret" HM plans to recruit local youth in the outfit. In a way, the intercept also suggested growing frustration on the part of PoK-based HM commanders as their cadres in Jammu and Kashmir were constantly on the run in the wake of sustained operations by security forces and the killing of top rung commanders in Kishtwar, Doda, Rajouri and Poonch in the recent past. One such conversation was intercepted a month, or so back which had taken place between A-category HM commander Alfa 01 in Pir Panchal Ranges with HM commander in PoK, Abu Suhaib. "As is evident, terrorists, especially commanders have been on the run in both Kashmir valley as well as in Jammu region due to the increased anti-militancy operations," the officer asserted. "As compared to the past practice of staying in hideouts for months together, militants have changed their tactics and are now regularly on the move, not staying at one place for long due to fear of encounters with security forces," he added. Though they did not trust locals, both Hindus and Muslims, any more, they were making relentless efforts to regain the lost ground, he said. 53 self-styled commanders of different outfits - 22 of Lashker-e-Toiba (LeT), 23 of HM, five of Jaish-e-Mohammad (JeM), one of Harkat-ul-jehadi-e-Islami (HUJI) and one of Al-badr were killed in 2009, which included HM's deputy chief (operational) Shabir Ahmed, top Divisional Commanders of JeM, HM and LeT- Abdullah Satar, Saqib and Yousuf Gujjar respectively. As many as 37 militants, including 22 commanders of HM, LeT and JeM, were killed in 2010 till May 15, the officer said. Therefore, the aim of the Pak ISI and the PoK-based militant commanders was to bring J&K back in national and international focus by trying to infiltrate foreign militants in J&K. This could be gauged from the fact that there had been over 60 infiltration attempts, several ceasefire violations, 130 militancy-related incidents and 55 encounters since January this year in which a total of nearly 80 people, including 37 militants, 18 civilians and 19 security personnel, were killed, he asserted. |
