Centre defers plans to withdraw troops, revoke AFSPA | | | Early Times Report JAMMU, Oct 22: For the time being, union government is said to have deferred its plan on withdrawing troops from within the civilian areas and for either repealing or for diluting the controversial AFSPA. Official sources said that in view of the growing public demand for reduction in troops and in the repeal of the AFSPA government had framed a plan of meeting some of these demands which had the backing from Kashmiri separatists. The idea behind the plan was to motivate separatists for having a session or two with the interlocutors. Sources said that the plan has been shelved for the time being because of reports indicating that groups of militants were getting ready to target security camps, pickets and Army convoys in order to enhance the level of violence and scare. Sources said that elimination of two militants in an operation in Malroo area around Srinagar indicated that Jash-e-Muhammad militant outfit had resurfaced in Kashmir valley in recent weeks. The outfit had remained on the defensive after its manpower witnessed rapid depletion following Lashkar-i-Toiba having taken the centre stage. Reports said that the Jaish outfit lost much of its support from the Pakistani agencies as they banked on Lashkar only. Official sources said that the government has not abandoned its plan of withdrawing troops from within the valley and diluting the AFSPA but it has kept the plan in abeyance following reports that groups of militants were planning to strike in a big way ahead of the American President Barack Obama's visit to India early next month. These sources based their opinion on the revelation of the plan the three militants, two having been killed in Malroo encounter had formulated for attacking Army camps including the Badami Bagh cantonment area. They said that the senior functionaries of the Army and the paramilitary forces had opposed the government plan on repealing the AFSPA on the plea that the security forces need some legal shield as they were likely to be in the thick of operations against militants. They said that the government may not hesitate in withdrawing AFSPA and troops in case security scenario in the state showed marked improvement. They said besides the activities of militants separatist’s bid to destabilize peace by inciting people to violence was a matter of deep concern and in the context of this development, it could be a major security risk if AFSPA and troops were withdrawn.
