10/22/2010 11:42:16 PM
EARLY TIMES REPORT
Jammu, Oct 22: The much hyped employment package was unveiled by the Chief Minister on the 104 birth anniversary of Sheikh Muhammad Abdullah on December 5 last year has yet to take off.
The package was announced to address what the Chief Minister called a gigantic unemployment problem in a principled manner. However, the package, Sher-e-Kashmir Employment and Welfare Programme for Youth (SKEWPY) was simply forgotten. Even after ten months it could not be translated into reality. The 105th anniversary of Sher-e-Kashmir is fast approaching and the unemployed youth are as high and dry as they were a year ago.
The package had evoked widespread ridicule. It evoked critical comments like "It has doles for unemployed youth" and "Just peanuts". Omar, however, believed such massive efforts had been taken first time in the past sixty years.
"A collective, comprehensive and holistic endeavour has been made to address the gigantic unemployment problem in a principled manner in the SKEWPY. About five lakh educated youth have registered as unemployed in the Employment offices and it is not possible to engage all of them in government service. However, government intends to absorb over one lakh educated youth in government service during the tenure of the government while as the rest would be provided ample opportunity under the newly launched employment programme to seek jobs in private sector and take to self-employment ventures", he said.
The package had provision for Voluntary Service Allowance. It envisaged provision of Rs.500 to an unemployed youth with the qualification of matric per month while as it will be Rs. 550 for 10+2 unemployed youth, Rs.900 to a graduate, Rs.1100 to a post graduate and engineering and medical graduates and equivalent levels in the field of computer science, technology and education, Rs. 600 per month in respect of 10+2 with additional skill such as ITI and Rs.750 per month in case of eligible 10+2 persons with professional qualification equivalent to three year diploma from a recognized polytechnic institutions.
The government even failed to implement this provision of the package. When will the package take off? An unemployed youth jokingly said: "Let us wait till 105 anniversary of Sher-e-Kashmir. May be the Chief Minister announces another package on that day."
