Poonch PWD opens tender of finished work | Dept engages contractor, spend Rs 5.5 lakh and now invites tender | | EARLY TIMES REPORT RAJOURI, Oct 23: Everything is possible for Public Works Department, Poonch. Astonishingly, the department has opened a tender for a project that has already been completed. Following violent protests on September 15 after killings of three Mendhar youth in police firing, the protestors had set ablaze all government offices in the town, including Sub Divisional Magistrate and Tehsildar offices. Following this incident, the department had reportedly taken up the construction work and spent more than 5 lakh in renovating the same without inviting any tender. Now, after the completion of said work, the department has opened its tender on Friday and gave the contract to the same contractor who has already finished the job. Sources said that the construction work was given to a local contractor without inviting tenders who completed the work on the building few days ago. Sources said later the department felt that they were doing illegal work as they have given contract to the contractor without inviting tenders, they floated tender for it and opened it on Friday just one day after the work was completed. The building is renovated and even it was painted and finished some two days ago but it surprised many in Mendhar when they came to know that the tender for this work was opened yesterday. "Why they felt a need of tender when the work is already finished", a contractor said. When contacted, Executive Engineer PWD Poonch Opendar Khar admitted that they had almost completed work on the tehsil and SDM office building in Mendhar for which the tender was opened on Friday. "We had started the work after directions from Deputy Commissioner, Poonch and we have taken approval from Chief Engineer, executive Engineer said adding that the tender was of the cost of Rs 5.50 lakh and it was given to the contractor who was already working on the building. "This is just to legalize the work", he said adding that they cannot start work without tenders but it was urgency and they had already taken approval for it.
