| PM’s package on KP’s return to the valley of Kashmir is eating dust for more than a year now. KP’s remain neglected with respect to their permanent rehabilitation. Though it was not a well thought and a planned package in terms of security, safety and lasting stay in the valley. There were no guide lines too for the success of the said package. Since the whole scenario has changed for the last one year. It has moved towards final resolution and sub-nationalism in the valley. The theological matrix was already at the climax at the very start of mass-exodus of the Pandits. The large number of outsiders the whabis The Davabandis, the Baralvis in addition to militants and terrorists staying in the valley. The Madrassas preaching intolerance of other faiths remained big obstructions in the return process of the pandits to the valley. These realities were overlooked at the time of announcement of the said package during Sept. 2009. The discovraging blow was that of mainstream leaders pleading self-rule, demilitarization, joint control and Autonomy are the ambitions of Musharf the Ex-military ruler of Pakistan who planned to trap India to a point of no return. This was a planned scheme of revolt against basic principles of “unity in diversity and coexistence”. Recruitment of die-hard workers of subversive organizations in sensitive departments is also of grave risk to the security and stability of the state. The pandits feel that Govt. of India is somehow reconciling to a theocratic unit within a secular country. The Kashmiri Pandits generally assert their unique identity i.e. Kashmir to be protected at any cost. There is only solution to protect this unique identity by providing and procuring a geopolitical space by granting a “separate home land” for seven lac exiled pandits. It is not only that the majority community of Kashmir do not like to live in co-exitence. With the Indians “KP’s is valley.” But the mainstream parties whose founder in 1948 had said, “There is no place in Kashmir for a theocratic state”. Now stress that Kashmir is a muslim state. This justifies the demand for a homeland for the Community. The Pandits are the aborigines of the valley. They have a particular culture and social background which they can protect and maintain in Kashmir valley only. The Talabanisation of the entire valley cannot provide a space for the pandits to settle down at their original places. The poet well said, “Bas Ek Hi Ullu Kafi hai Barbaad gulistan Karne Ko. Har Shaakh peyullu Baitha Ho anjaam-e-gulistaan Kya hoga.” The KP’s after a long exile want to live a peaceful and dignified life in a safe and secure environment when they return to their homeland in the valley. That is not possible in the present scenario of the valley. It is too long now to wait for remedial measures at the hands of powers that be in the state or centre. They KPs want a solace now. In short the Govt. of India and veteran political leaders need to understand and feel the agony of the community. They should take a rational decision with regard to the demand of “Home land” in the light of aforesaid realities. The return of pandits is to be recognized as an important factor of social cohesion. It is a million dollar question How long KP’s exile?
