Indian People must ask the leaders who inherited the legacy of Nehru
A Look Through the mist
Daya Sagar10/23/2010 11:14:29 PM
It was Nehru government that pushed Kashmir into controversies. Congress {”Nehru”} named the accession of Kashmir as a dispute while accepting the instrument of accession on 27 Oct 1947. Sheikh Abdullah and his party had at that time rejected any possibility of accession to Pakistan since it attacked Kashmir and the very basis of birth of Pakistan was against the principles of then NC. Though it was wrong action but this Act of Nehru’s government did push the people of JK in controversies. Till then India had not made any complaint against Pakistan in UN Security Council. It was on 1-1-1948 that India approached UN Security Council with complaint against Pakistan and there too reference for plebiscite was made . ..Bas yahin se Jammu Kashmir ke logoan ka durbhagay shooroo ho geyaa .Why , no any Indian people have yet asked “Legal Heirs of Nehru”. Instead the separatists and some other people from Kashmir Valley do make particular mention of such recordings while they demand settlement of Kashmir “ dispute “ or demand plebiscite . No doubt India is today finding it hard to satisfy the other world countries who would like to work as arbitrators or have some interests with Pakistan. This blunder has been used wisely for last over 60 years by Pakistan and those who are against India to misguide the local people { Kashmiries} in the name of two nation theory. Pakistan has nearly succeeded in pleading that JK’s accession is a dispute .In 1947 it was congress & it is again Congress in 2010. Omar Abdullah to has raised serious questions in 2010.
All India State Peoples Conference had drawn out { in 1946 /47 } a policy paper as regards interim local governance in the Princely States of British India after they accede to Indian Dominion. Sheikh Mohd Abdullah wanted a different plan of Action for J&K. Jawahar Lal Nehru too wanted to treat J&K as an exception, why no one has answered so far. It was in early August 1947 that Mahatama Gandhi also visited Kashmir Mahatma Gandhi too carried the views of Nehru as regards special treatment to Sheikh Abdullah and J&K. He too impressed on Maharaja for conceding the demand Sheikh Abdullah for a constitutional government under Sheikh. Maharaja did not agree for conceding to Quit Kashmir theory of Abdullah in favour of National Conference like Quit India theory in favour of Congress..Maharaja Hari Singh hence had reasons for not being that eager / prompt to make his plans clear . Which other wise he should have done in favour of India in view of the suggestions as contained in Cabinet Mission { British } memorandum dated 12-05-1946 as was presented to Chanacellor of Chamber of Princes in India.
On 12-08-1947 Maharaja of J&K decided to negotiate a temporary standstill agreement with India & Pakistan. Pakistan accepted it but Nehru’s Govt did not. Why ? Is another question not answered by Nehru’s “ heir apparent ” till date.
Nehru and Mountbatten combine had made the Accession conditional .Lord Mountbatten on behalf of the Government of India with Jawahar Lal Nehru as PM named the issue of accession of Jammu and Kashmir as dispute. Where as Maharaja Hari Singh had no where talked of a dispute in the instrument of accession or the letter with which Instrument of Accession was enclosed .Rather Maharaja had said that people { both Hindu and Muslim} of his State were not at all involved in creating disturbance in his State. . GOI on her own laid down on 27 Oct 1947 itself to hold a plebiscite in the State when law and order situation permitted so. Why , is another question that Indian People must ask the leaders who inherited the legacy of Nehru .
Most of the area of Jammu Province of Maharaja’s J&K fell to Pakistan after 26 October 1947. In Kashmir except Muzaffarabad all area had been cleared of the Pakistani raiders by 10th November 1947. It was on 1-1-1948 that India approached UN Security Council with complaint against Pakistan. What prevented Indian army to get vacated other occupied areas before 1 January 1948 { more so ceasefire was ordered by India on 1 January 1949 } ? Areas like Mirpur fell after 27 Oct 1947{ around 25 November 1947 } and were not recovered. Some areas fell even after that. Were the Indian forces and intentions of those holding reins at New Delhi so weak ?. Let those who inherited the name of Nehru reply ?
Delhi had been saying to displaced people from Pakistan occupied areas of Jammu and Kashmir that they shall be honourably made to return to Mirpur / Muzafarabad/ Kotli/ Bhimbar / Poonch { part} . They have not been given any special rehabilitation package nor have they been given any claims / compensations for the properties left back by them in 1947. Even exact number of POK DPs has not been officially recorded yet.. In case this is the fate of the State Subjects of Jammu and Kashmir State what can any one expect from GOI as regards impressing upon JK Government to grant State Subject Rights to the refugees from Pakistan who were thrown out from West Pakistan { west Punjab} in 1947 /1948 and were so compassionately allowed to rest in JK by Maharaja Hari Singh and Sheikh Mohd Abdullah. The great grand children of POK { POJK} DPs need be replied by the Heir Apparent of Nehru. Why their lands were not got liberated in 1947 itself , instead allowed to fall even one month after the accession ?
Jawahar Lal Nehru ke etnae khaas hotae huyae bhi Sheikh Abdulla nein Nehru se khaas rajay ka darja Article 370 ki shakal mein maanga aur Nehru nein de bhi deeya { saal 1950 mein}, jab ke aur keesee Princely State nein nahin manga { agar mangtae to mil sakta tha kayon ki jesee aazadi Jammu Kashmir ko milee thi baesee hi doosari Princely states ko milee thee }. Sheikh Mohd Abdullah nei Bharat ke vidhan mein Article 370 rakhba liyaa aur State ka Constitution bhi bannae laga phir bhi Sheikh Abdullah ko Nehru ke saath 1952 ka Delhi Agreement karnae ki keyaa avashaykata padee yeh ek prashan hai jis ka ootar Jawahar Lal Nehru hi de saktae thae. Oon ke baad bhi kisee ne Congress se eis ka uttar nahin maanga
Sheikh Abdullah ko 9 August 1953 ko kaid kar leeyaa geyaa. Aam admi samjta rahaa ki oon ko desh daroh ke eljaam mein kaid keeyaa geyaa hai. Par eis barae mein koyee swaet patra nahin neekala geya aur 22 saal baad 1975 mein Sheikh sahib ko phir Congress dwara mukhay mantri bana deeya geeya. Aam kashmiri par eis ka bahoot boora prabhav pada aur jo log Bharat ko Kabja karnae bala kehtae thae oon ko prachaar karnae mein shaeta mili kayon ki Bharat sarkar ne ab bhi samajik star par koyee abhiyaan nahin chaleyaa. Jahan bhi galtiaan nahin rukee.Keyee samjotae Delhi mein baethae netaon ne keeyae , kabee GM Shah ke saath to kabhee Farooq Abdullah ke saath. Aam admi mein aesee dharna bhi bantee geyee ki Delhi balae apnee marji ka raaj kashmirion par thoptae hain.
No doubt people ruling at Delhi have often considerately attended to the material grievances and demands made particularly from Kashmir valley. But some of the suggestions by Delhi leaders have provided logical support to some Kashmiri leaders who question accession or who question the type of relationship that the Sate of JK should have with India Union. To quote Narasimha Rao’s { thenPM of India} words “ sky is the limit , any thing short of azadi could be given” have been so often quoted by separatists. Even National Conference has quoted Narasimha Rao in the context of June 2000 Autonomy Resolution 2000 of JK Assembly. Such things do harass New Delhi and cultivate more and more confusions / misunderstandings in the minds of new generation. But no one from Congress has seriously attended to such issues / questions. The Congress leadership of the day has the responsibility to answer the questions raised in the foregoing paras . Issues need be clarified and the misunderstandings need be removed once for all. Pressures will have to be built on the Indian people on Congress leaders.
And above all New Delhi must spell out what Chidambram or Man Mohan Singh want to negotiate with Geelani or Omar Farooq ? Geelani and Omar Farooq have clearly said that they would surely keep the spirit of 1947 Accession as an item for discussion on the agenda. Congress even shared power with PDP for 6 years although PDP advocated joint Control of India and Pakistan on some affairs pertaining to Jammu and Kashmir and had never declared liberation of POK on its { PDP} agenda. How long Delhi would carry on like this. It has become more demanding inview of the manner in which Omar Abdullah addressed the 1947 Accession in the Assembly on 6 Oct 2010. Will Indian catch on leads at least in 2010?
