EARLY TIMES REPORT
JAMMU, Oct 23: Congress MP and former J&K Sadar-e-Riyasat Dr Karan Singh does not always comment on each and every issue concerning the restive state. But whenever he talks, he talks sense; he talks very objectively and boldly and with full authority. He is always sophisticated and at the same time very candid and assertive. He never minces words. He is unlike other politicians. No one can question his integrity and whatever he says regarding J&K and the problem facing it. He is one person who knows each and everything concerning the state. In fact, he is a witness to all the developments that unfolded from time to time in J&K, including the circumstances under which the state acceded to India on October 26, 1947, and the nature of accession. He himself was one of the actors. His interventions at critical times have always helped to clinch controversies and put things in right perspective. He intervenes when his intervention is required.
Dr Karan Singh intervened on October 21 and set the records straight as far as the issue of accession of J&K to India was concerned, as also as far as the needs, aspirations and compulsions of the people of Jammu and Ladakh were concerned. His was an holistic and all-inclusive approach and it was aimed at telling the authorities in New Delhi that whatever they have been doing in J&K is flawed and that they need to adopt an approach that satisfies the people of all the three regions of the state so that none feels discriminated against and left out. He chose the occasion of 218th birth anniversary of Maharaja Gulab Singh, the founder of J&K State. And, the venue he chose to nail the falsehood and set the records straight was none other than Jia Pota, Akhnoor, where Raj Tilak ceremony of Maharaja Gulab Singh took place on June 17, 1928. The occasion was great and the place he chose to clinch all the controversies too was of great historical importance.
As mentioned, Dr Karan Singh is lot a loose-talker; he is always serious and he always maintains the level of sophistication. He once again displayed his sophistication when on that historic day he did not name Chief Minister Omar Abdullah, who created a fierce controversy across the country by raking up the issue of accession and merger in order to deflect the attention of the people away from his failures, incompetence and inefficiency, but said what he needed to say to clinch the raging controversy. He snubbed the erring and the failed Chief Minister without naming him and told him that what said on October 6 on the floor of the Assembly was a white lie; it was factually incorrect. He said in unambiguous terms that accession of J&K to India was legal and as per the constitutional law on the subject and that the state was and is an integral part of India.
Dr Karan Singh said in Hindi: "Bapuji (Maharaja Hari Singh) ne Jammu Kashmir ka Bharat mein jo vilaya kiya who sahi kiya…Aur Jammu Kashmir Bharat ka atoot ang hai…" (My father took the decision on the accession of J&K to India; it was a right decision and J&K is an integral part of India.) "The State of Jammu and Kashmir became part of India like other major (princely) states after my father signed the instrument of accession with the Indian Dominion. There was no difference at all in any terms and conditions and our state also became part of India like other states. It is different thing that some developments took place later and by virtue of Article 370, the state got special status which no other state has in the country," Dr Karan Singh precisely said.
What he said on that memorable occasion in this regard meant two fundamental things. One was that he candidly told Chief Minister Omar Abdullah that he must go through the relevant historical records relating to the accession of the state to India to update his knowledge and that he should not rake up issues about which he was blissfully ignorant. He told Omar Abdullah that the state did not accede to India under an agreement Omar Abdullah talked about. His was a scathing attack and Omar Abdullah must be feeling thoroughly humbled and defeated. His October 20 Vijaypur statement that he made after an angry young man (Rajesh Padgotra of Panthers Party) showed him black flag and shouted "go back, go back" in the presence of hundreds of persons that "only one man here in this assembly is against me and all others are in complete accord with what he said on October 6" was nothing but a wrong and desperate assertion made by a cornered, thoroughly isolated, clueless and desperate person. (Rajesh Padgotra, unlike the suspended Head Constable Abdul Ahad Jan who had hurled a shoe at Omar Abdullah at Bakshi Stadium, Srinagar, on the Independence Day, had to face the police wrath. Chief Minister a couple of days later invited Jan to his official residence and very warmly welcomed him, but the poor Rajesh had to suffer brutalities.) (To be concluded)
