Pak launches three-pronged offensive for securing US mediation on Kashmir | | | EARLY TIMES REPORT Jammu, Oct 23 : The establishment in Pakistan has launched,what experts call,a three-pronged offensive against India for the purpose of forcing Delhi to resume the composite dialogue which had been suspended following terrorist strike in Mumbai two years ago.First,Pakistan has been seeking either US intervention on Kashmir or a mediation by a third country. What seems to be amazing is the way Islamabad in general and Pakistan's Foreign Minister, Shah Mehmood Qureshi in particular have been raking up the issue of the US mediation on Kashmir so that the 63-year old dispute was settled in the interest of peace in the Indian subcontinent despite the fact that during the last over two years Washington has rejected demand for US mediation for resolving the Kashmir issue. Hardly three weeks ago senior functionaries of the US Government had made it clear that Washington had no intention of mediating on Kashmir unless both Pakistan and India seek "our intervention."They said that since Kashmir was a bilateral issue it needed to be resolved through dialogue between New Delhi and Islamabad.Pakistan seems to ignore, deliberately, repeated assertions from the US Government.And during his current visit to Washington in connection with the strategic dialogue between the USA and Pakistan Qureshi raised the Kashmir issue and wanted Washington to intervene so that the dispute was resolved. And again the senior US Government functionaries rejected Qureshi's plea saying that since the issue was bilateral it needed to be settled through dialogue between Delhi and Islamabad.Well Qureshi did not spell out the reasons that had forced Delhi to suspend the composite dialogue.He did not do so becuse in that case Islamabad could have been held responsible even for the delay in the resumption of the composite dialogue.During the last over six months Delhi had made it clear to Islamabad that it(India) was ready to resume the composite dialogue if Islamabad initiated action against the perpetrators of the Mumbai strike who were enjoying full freedom in Pakistan.India wanted Islamabad to take adquate steps for demolishing the terror infrastructure that existed in Pakistan and occupied Kashmir so that the soil of Pakistan was not used for exporting terror to India. Instead of taking in hand some measures for dismantling terror infrastructure Islamabad and its agencies provided moral,material and logistic support to militants for sneaking into Jammu and Kashmir.Secondly,besides enhancing the level of infiltration of militants into Jammu and Kashmir Islamabad has started patronising other rebel groups including the dreaded Jash-e-Muhammad for triggering violence on a bigger scale.The killing of three militants belonging to Jash-e-Muhammad at Malroo near Srinagar on Thursday indicated that Jash has been encouraged for regrouping in Jammu and Kashmir so that its activists could target security convoys,Army pickets which could lead to bigger violence and turmoil. Thirdly,the continued moral and material support to separatists for inciting people to stage violent demonstrations and protest rallies is being viewed by Islamabad as its trump card for securing a third-party mediation on Kashmir.Pakistan Foreign Minister,Shah Mehmood Qureshi referred to the four-month long civil strife in Kashmir and said "any person with conscience cannot ignore the use of brutal force against people in which over 100 youth were killed."This way the continued protest rallies,curfew restrictions and the prolonged shutdowns were being used as the main weapon by Islamabad in its India bashing exercise. It seems that Delhi has deliberately ignored Islamabad's three-pronged offensive and has decided to tackle the Pak machinations with firm measurs and through reopening of the channels of dialogue with various shades of opinion in Kashmir including those who are on the other side of the fence.(eom) |
