Early Times Report
JAMMU, Oct 24: Having been unable to cope up with the massive loss to crops, paddy and maize owing to harsh climatic conditions, Jammu and Kashmir government is heavily banking on the import of foodgrains including vegetables from outside the state.
Admitting this fact, Minister for Agriculture Ghulam Hassan Mir said that unpredictable weather conditions damaged not only fruit crops but paddy and maize also in various parts of the state. He said that situation warrants increase in the import of rice and other foodgrains. Mir further said that incessant weather spoiled government's plan to increase crop production so that it's dependence on import of foodgrains was reduces.
The recent untimely snow is said to have caused heavy damage to fruit crop. Official sources said that late variety apples and pears were about to ripe on trees when these fruits were damaged by heavy rain and snow.
Sources in the department of Horticulture said that they had expected a bumper apple and pears production this season while adding that the damage to the high quality fruit including the world famous Ambri could result in decline in fruit production.
It is in this context that various political parties including PDP have demanded immediate compensation to those horticulturists whose fruit crop has been damaged.
In various areas of Jammu region including R.S.Pura and Rajouri, extensive damage has been caused to the standing paddy crops because of hailstorm and heavy rain that lashed the region recently. Congress spokesman Ravinder Sharma and senior National Conference leader Rattan Lal Gupta have also demanded immediate compensation to the farmers whose crops has been damaged by hailstorm, drought and heavy rain. The demand for fresh survey on the losses to paddy and fruit crops has been gaining ground in the state.
However, senior functionaries in the departments of Agriculture and Horticulture said that the political leaders needed to distinguish between relief and compensation.
They said that under rules those farmers are entitled to compensation who have suffered over 50 percent loss to their crops owing to weather related problems.
They said that the government should formulate a plan for releasing some cash relief to those horticulturists and farmers who have suffered losses to their crops owing to drought, hailstorm, snow and rain.
Mir has again suggested to the farmers, including the horticulturists to accept crop insurance scheme which they said is the only way to receive compensation from the insurance companies in case they suffer losses to their crops.
