| Court frames corruption charges against OIC official | | | EARLY TIMES REPORT
Jammu: Oct 25(JNF):- Special Judge Anticorruption Jammu AK Koul framed corruption charges against Subash Saraf Surveyor, Darbari LaL, Manoj Kumar, GK Rangroo then Asst Divisional Manager OIC Do-II Jammu and Lt. Col Charanjeet Prop M/S Expert Investigating Services Jammu u/s 120-B/419/420/467/468/471/477-A RPC and 5(2) r/w section 5(1) (d) of J&K PC Act.
According to the case of CBI that on the basis of compliant on November 27, 2006, CBI-ACU-II New-Delhi registered a case and started investigation. During the investigation that the accused entered into a criminal conspiracy and caused a wrongful loss to Oriental Insurance Company to the tune of Rs 13, 98, 260 with a wrongful gain in their favour. During investigation it transpired that OIC New-Delhi had insured residential building of one TK Raina shown to have been located at Qazi Mohalla Anantnag on the basis of photocopy of insurance policy for Rs 18 lacs effective from August 13, 1998 to August 12, 1999 issued by the Srinagar Office. It was found during investigation that the later policy was in fact issued to one Vijay Kumar Dhar against his house and not in favour of TK Raina. The IO found that the contract of Insurnace was thus entered on misrepresented facts and fraudulent inducement. The policy was thereafter renewed from time to time by TK Raina requesting to change his address from Qazi Mohalla Anantnag to Begum Qazi Mohall Tehsil Kulgam Anantnag Kashmir and endorsement was issued by GK Rangroo then Asst Divisional Manager OIC Jammu effecting change of risk address of TK Raina and the purpose of effecting this change was simply to camouflage the fake claim with a genuine claim of Janki Devi who had already received the claim in respect of fire accident to her ancestral house. After conclusion of the investigation it was found that insurance policy got for the house of TK Raina was a total misrepresentation of the facts because neither TK Raina exisited nor did the house for which insurance policy was obtained fraudulently exist on the given address. CBI after completion of investigation presented challan in the court of Special Judge Anticorruption Jammu.
