Opposition averse to J&K govt’s plan of holding Civic, Panchayat elections | | | Early Times Report JAMMU, Oct 27: While the National Conference led government continues to explore possibility of holding Panchayat and civic elections in Jammu and Kashmir within next two to three months, main opposition parties are pessimistic about the government plan. “We do not think situation in Kashmir has improved to the extent of enabling government to hold the Panchayat elections,” said a senior PDP leader, Nizam-ud-Din Bhat .He said that PDP is quite keen to participate in the Panchayat and civic elections but several factors seem to be against completion of poll process and one of them was the difficult security scenario and lack of Government's credibility. Reports indicated that opposition parties, including PDP, BJP, Panthers Party and others, do not seem to be making any preparation for upcoming Panchayat and civic elections as they believe that the government may not be able to stick to its plan of completing elections between November-December. Apart from the disturbed Kashmir valley, political leaders are seen to be inactive, even in the Jammu region as far as their preparation for the Panchayat and civic elections were concerned. It was in 2000 that Panchayat elections had been held in the state after a gap of 23 years. At that stage, also elections could be held in not more than 50 percent of Panchayat committees because of adverse weather conditions, as polling was held in January, and difficult security scenario. Government had then assured that elections in remaining Panchayat constituencies would be held shortly but it failed to fulfill its commitment. However, soon after PDP assumed power in 2002,it dissolved the elected Panchayat committees with the promise that fresh elections would be held in all the Panchayat constituencies. Again the PDP led government failed to fulfill its commitment. Reports said that even the state unit of the Congress, which shares powers with the National Conference, is pessimistic about the success of the government in completing Panchayat and civic elections by the end of the current year. A number of Congress leaders, wishing to remain unidentified, said that government should not take any hasty decision on the Panchayat elections because if the voters respond to the call for poll boycott given by separatists, it could lead to major embarrassment for the ruling coalition. They wanted the government to allow the situation to stabilize adding that adverse weather conditions could result in poor polling percentage which also could be exploited by the anti-India forces.
