Has New Delhi diluted its Kashmir stand?

Jammu, Oct 27: The team of interlocutors has not ruled out amendment of Indian constitution to incorporate Azadi option for Jammu Kashmir. This was stated by Daleep Padgoanker and his colleagues while interacting with the media persons in the summer capital today.
If the interlocutors were not joking then they are in for serious trouble. They have ventured into an area where angels fear to tread. Padgaonker’s statement may win him many a friend in Kashmir but back home, he can be held liable for sedition.
This is for the first time that a person negotiating peace on behalf of government of India has deviated from New Delhi’s known stand on Kashmir. The state of Jammu Kashmir, for most of the Indians, is an integral part of the country. The Parliament has passed a unanimous resolution to this effect. Thousands of persons have been arrested under Public Safety Act (PSA) for seeking freedom.
But a person like Padgoanker who has mastered the art of playing with words for decades together, cannot issue such an `irresponsible statement’ and that too in a sensitive area at a crucial time.
Professor Radha Kumari did not object to Padgoankar’s statement. Instead she supplemented his views. “Indian constitution is a beautiful document. It can be amended to accommodate changing political opinions of the people”, she said. They also talked about involving the government of Azad Kashmir in the process. Has New Delhi diluted its stand a bit or does it want its interlocutors to be taken seriously?
Whatever the reasons, the change is visible and has been felt as well. It all started with Omar Abdullah’s speech in the Legislative Assembly early this month. He not only challenged accession but also said Jammu Kashmir was a dispute with international dimensions. The Bhartaya Janata Party intend to launch a statewide agitation against the speech. But Omar got some support from unexpected quarters. The External Affiars Minister, the Home Minister and former Sader-e-Riyast, Dr Karan Singh came to his rescue. All of them stated there was nothing wrong with Omar’s speech. All of them agreed that accession was temporary and that Jammu Kashmir had not merged into India.
