Lecturers Forum concerned over government’s failure to impalement Cabinet decision | | | EARLY TIMES REPORT Jammu, Oct 28: All J&K Plus 2 Lecturers’ Forum has expressed its serious concern over the failure of government in implementing the decision of Cabinet for regularization of incharge incumbents in School Education Department. While addressing a tehsil level educational interactive session at Bani in district Kathua H D Qureshi, the state president of the Forum has stated that both the Public Service Commission (PSC) and Administrative Department in School Education have badly fared in implementing the decision of Cabinet of March 29, 2010 under the chairmanship of Omar Abdullah Chief Minister for regularization of all the incharge incumbents within a specified period of three months. He further said that such a huge backlog of incharge lecturers, principals, headmaster and other senior officers has been resulted due to the casual approach of the authorities towards the timely clearance of regularization in the department which has badly damaged the teaching learning process and also the working zeal of individuals. Qureshi regretted that the cadre has been deprived of the benefit of ‘Running Pattern’ despite announcement of former Chief Minister Ghulam Nabi Azad on April 9, 2007 and ignoring the facts that after clubbing the two pay scales of Rs. 6700-10900 and 7500-12500, the Plus 2 lecturers are kept in the ‘Running Grade’ of Rs. 8000-13500 (Pre- revised), but consequently benefits of Running Pattern have not been extended to the cadre at par with our counter parts in colleges, universities and health and medical education. He demanded for immediate release of orders for placement of lecturers to the rank of senior lecturers and gazetted recruitment rules. Others who spoke on this occasion included Charan Dass vice president, N S Jamwal general secretary, Ashwani Sharma chief organizer, besides Utter Kumar Khajuria district president Kathua and Romesh Khajuria, Rajesh Valid, Sanjay Dogra, Manoj Anand and many others.
