Interlocuters await invitation from separatists ! | | | A new dimension seems to have been added to the visit of the team of interlocuters,headed by Dileep Padgaonkar,to Kashmir when Padgaonkar made it clear that he and his two-member colleagues had no intention of calling on the separatists. Instead he has stated that they would wait for the invitation from the separatists on the plea that they(interlocuters) were not ready to embarrass Geelani and others if they visit them on their own.This has given rise to a million dollar question.Will the separatists either announce their willingness to meet the interlocuters or send them an invitation to visit them in their houses or offices ?If one goes by the past experience separatists may not be prepared either to alter their stand they have taken by boycotting the interlocuters or send them an invitation to visit them.Despite behind the scene activities by the Government agencies the separatists were not motivated to meet K.C.Pant,who had been appointed as Government's chief negotiator,years ago.The separatists had reservation in having a free session with N.N.Vohra who,before being appointed as Govrnor of Jammu and Kashmir,had been sent to negotiate with a cross section of people,including separatists,for evolving a solution to the problem.Over the years it has been seen that separatists take decisions on the basis of their convenience and conviction.The three-member team of interlocuers should be reminded that hardliners among the separatists had refused to accept invitation for talks from successive central Governments since 2003 and that too when they(separatists) knew that the Government was to be represented either by the Prime Minister or by the Union Home Minister in the talks.As far as the moderates were concerned they too had made it clear that they were not ready to hold talks with bureaucrats.They have been favouring a dialogue with the centre but if the Government is represented either by the Prime Minister or by some senior central Minister.They are for decision making body and not in favour of debate and discussion.Padgaonkar and his colleagues need to be informed that since June 11,when the Kashmir valley has been rocked by violence in which 111 people were killed in the firing opened by the security forces,the separatists,both hardliners and the moderates,have occupied the centre stage thereby having succeeded in seeing their writs running in Kashmir more effectively than that of the Government.Hence they are no longer on the defensive.When members of the All Party delegation visited Srinagar in September last the separatists announced their decision on boycotting the delegation.They refused to meet the members. However,some members of the team took the separatists by surprise when they drove to the houses of Syed Ali Shah Geelani,Molvi Umar Farooq and Mohd.Yasin Malik.Well the separatists did not complain of having been embarrassed by the way the Indian political leaders had visited them in their houses.In fact the way the visitors from Delhi were accorded warm welcome indicated that there was no embarrassment for the separatists but the visit of political leaders from Delhi had satisfied their ego.They had felt elated,though they cleverly did not make a display of their elation.If it was the case how could the visit to the houses of the separatists by the team led by Padgaonkar cause embarrassment to Geelani and others ?Possibly it could have given an opportunity to the interlocuters to get a first hand feel of the pulse of the separatists and study the level of contradictions among the various factions in the camp of separatists.Well the choice is Padgaonkar's because there is no hurry for the interlocuters to complete their assigned task.The task is not easy and hence Padgaonkar is right when he has supported baby steps,instead of strides,for reaching to every section of people so that an attempt was made at evolving a solution that could be acceptable to people of all the regions.One thing that needs to be appreciated is the way the interlocuters have felt the need for taking the Parliament into confidence so that in case there was need it could amend the constitution if it decided to accept "our recommendations."
