Stop exploitation of PHE workers: HARSH | | | EARLY TIMES REPORT JAMMU: Harsh Dev Singh, JKNPP, MLA and its working chairman has lambasted the government for the most barbaric, implacable and inexorable treatment towards PHE workers of Jammu region engaged on meager wages of Rs 500 per month under community participation scheme (CPS). Singh said that the assurances to redress the grievances of the PHE workers were given after the issue was agitated vociferously inside the Assembly during 2009 Budget session and the government had agreed to enhance the wages of such CPS workers from Rs. 500 per month to Rs. 3300 per month and to bring them at par with Kashmir division PHE workers. He, however,. regretted that despite a lapse of more than 18 months no action was taken by the government to fulfill their legitimate demands. He said non-initiation of action amounted to not only dishonoring of Assembly assurance but also contravention of Minimum Wages Act and violation of Human Rights. He said that the most intriguing aspect of the matter was that these employees were engaged for Rs 500 in Jammu region only whereas their counterparts in valley were paid emoluments equivalent to minimum wages as envisaged under the Act. Citing specific instances, Singh said there were several districts and divisions of PHE, including district Udhampur where the CPS workers were eagerly awaiting the release of arrears of Rs 500 per month for the last several months and the divisions concerned barely blaming their superior authorities for non release of funds. Singh urged for clearance of the claims of all PHE workers before Diwali festival with a government announcement in consonance with the Assembly Assurance enhancing the wages of such workers from Rs 500 to Rs 3300 per month. He said JKNPP would vigorously pursue the cause of such workers inside as well as outside the Assembly so as to ensure them minimum wages envisaged under Minimum Wages Act. Harsh Dev Singh has expressed concern over the arbitrary and irrational transfers of lower rung employees of PHE department leading to dislocation of ministerial staff and resultant failure of several schemers. He called for review of the transfers of lower level staff based on merit logic and reasoning in the interest of the department.
