Pathania submits memo to CM through DC

Udhampur, Oct 30: Vouching for legislative, infrastructural and procedural reforms in the Panchayati Raj Act-1989 under which the state is going to polls very shortly, R S Pathania, senior vice-president, J&K PYC, led a delegation of Udhampur unit of Youth Congress to the office of DC Udhampur in order to deliver the memorandum to Chief Minster through him.
Before submitting the memorandum, a ‘token’ protest was staged outside DC office at Udhampur against the inadequacy of J&K Panchayati Raj Act in real upliftment and empowerment of Panchayats.
While speaking on the occasion, Pathania said that Panchayati Raj is the brainchild of the visionary Prime Minister, Lt Rajiv Gandhiji who had dreamt of bringing absolute transformation of grassroots level rural people by involving them in the development and decision-making process.
But it is a pity that the said Act has been reduced to a ‘sham’ in J&K. It seems that the legislators and powers-that-be cannot help devolving real powers upon the elected Panchayats.
Section 45 (3) of the Act in place in J&K envisages nominated chairmen of District Development Boards and section 4 (3) stipulates provision of nominated members in Panchayats thereby keeping the Panchayats subservient to bureaucratic sweet will.
Pathania stressed hard upon the government that without total implementation of 73rd amendment, one of the much-cherished legacies of Lt. Rajivji, Panchayat Raj cannot deliver desired results.
Pathania sought to further impress upon the Chief Minster that failure of institutions to deliver has also been a major cause behind turmoil in state.
Efforts should be made in effecting the desired reforms and bringing the Act in line with 73rd amendment and the Acts as in force in rest of states of the country.
Among others who were present while submitting the memorandum included Shashi Manhas, Sumeet Magotra, Rakesh Chander Sharma,Ravi Shastri, Manmohan Raina, Taro Devi, Ganesh panch, Shankar Verma and Asif Ali Bhat.
