Chidambaram to give fresh 'dose' of instructions to govt today | 'Bridging gap between Police, masses vital….?' | | Early Times report Jammu, Oct 30: In less than two months of time, Union Home Minister PC Chidambaram's Kashmir visit tomorrow assumes quite significance in more than one way. More than reviewing security situation as a routine affair, PC will take stock of the governance of Omar Abdullah led coalition, specifically the role and functioning of administration and Police in the backdrop of Centre's efforts to put things back on track and ensure restoration of complete normalcy. Well placed sources said Union Home minister while interacting with the state officials besides the Chief Minister Omar Abdullah , will take a fresh review of the cases of PSA and other arrests made during recent past as also during the period of unrest for over three months. Sources said Chidambaram as a part of assessing ground situation after his last visit with All Party Delegation will take a thorough study of the cases of PSA in terms of the number of people arrested during unrest and releases made thereafter. This , sources added has become important in the wake of the allegations from some quarters that Centre has not been given a clear picture about the actual number of arrests made under PSA earlier during the three month long agitation by the state functionaries. Moreover, state Police officials have been continuing such arrests and there is no clear picture as to how many youth have been released so far- a step which was sought under the eight point formula envisaged and announced by the Centre to defuse the recent crisis in Kashmir. Sources also said even as Centre is trying to make all out efforts in ensuring restoration of complete normalcy, there are certain 'aberrations' which continue to mar the functioning of administration and Police, which are only 'widening' the gap of alienation between the government and the masses. This, sources added, is also affecting the effective implementation of 8- point formula in favour of the masses, though coalition government is trying to 'reach out' to them desperately. It is in the wake of these 'aberrations', the Centre , apparently having its cognizance, the Union Home minister is going to administer fresh 'dose' of instructions to the government so that it could deliver more effectively, as desired by the Centre.
It is pertinent to mention that Chief Minister Omar Abdullah only three days back the Union Home minister in Delhi and brief him about present situation in Valley. However, Union Home minister during his visit after arrival from Kargil will himself take stock of the things Centre is considering vital to restore peace in the state. Sources also said PC may announce some new measures to be followed strictly by the administration and police to ensure bridging of gap between government and the common masses at all levels. PC's visit also assumes significance in the wake of just concluded first round of visit of the interlocutors appointed by the Centre- a major step in the formula. He would assess and gauge the mood in the Kashmir valley, no matter the separatists boycotted them.He would study the progress of dialogue made by the interlocutors with different sections of society during their three day stay in Valley. Chidambaram is also likely to announce some measures that would help defuse the situation in the valley, the sources said
