Omar accentuates level of Jammu's discriminaion

No doubt the state of Jammu and Kashmir has been banking on over 80 per cent financial support from the centre for its plan and non-plan expenditure every year,the allocation of funds for various sectors is being done by none other than the state authorities.And if the region of Jammu is a mirror reflecting successive state Governments' pro-Kashmir valley bias one need not blame the central Government.Yes the successive central Governments can be blamed for having failed to monitor the distribution of funds for various development projects.When one compares the allocation of funds for various sectors like irrigation,Roads and buildings,agriculture,power,health,tourism and housing and urban development during the successive five year plans one will be left with not even an iota of doubt regarding total discrimination of the Jammu region.If during the 8th plan Rs.57.61 crores had been earmarked for the sector of agriculture in the Jammu region the
amount for the Kashmir valley during the same period was to the tune of Rs.104.5 crores.And during the successive plan periods the quantum of funds allocated for the same sector in the Kashmir valley would be 20 to 40 per cent higher than in the Jammu region.As far as the sector of irrigation is concerned the allocation of funds between 8th plan and the 11th plan period for the Kashmir valley has been 25 to 50 per cent higher than the region of Jammu.During the 9th plan Rs.112.79 crores had been earmarked for the irrigation sector in the Jammu region against Rs.2010.05 crores in the Kashmir valley.This seems to be amazing because the terrain and climate of the Jammu region calls for bigger financial allocation for the development of irrigation facilities.As far as the sector of tourism is concerned the allocation of funds between the 8th plan and the 11th plan period has been higher by more than 60 per cent in the Kashmir valley than in the Jammu
region.Agreed that the Kashmir valley has more tourist resorts and lakes than in the Jammu region but had the Government allocated more funds in the sector of tourism new tourist resorts could have been developed and the existing lakes,that have witnessed hardly any change,could have been developed into source of attraction for the tourists.It is a tale of discrimination in the sectors of power,health,roads and buildings,housing and urban development.What seems to be an attempt lacking any logic is the way discrimination has been perpetuated in the allocation of funds for the universities and colleges in the two regions.If between 2008 and 2009 the Jammu university got Rs.1200 lakhs that in the Kashmir valley the allocation has been to the tune of Rs.2710 lakhs.As far as the colleges are concerned the allocation has been to the tune of Rs.271.22 lakh in the Jammu region and Rs.662.09 lakh in the Kashmir valley.And when Omar Abdullah took over as
Chief Minister of Jammu and Kashmir one had expected the new face,as everybody saw in him,would undo the prolonged discrimination of the Jammu region.No he did not do it because he too realised that for the National Conference the valley is its key constituency and if it has been able to enjoy power for the
last over 30 years it is the result of voters support the party got from the valley.Hence he did not show any courage in reversing the wrong tradition.
And right from 1996 the national Conference leadership,during its poll campaigns,has been seen promising to undo the level of discrimination but after the elections it forgets to fulfill its commitment.No it does not forget its commitment but deliberatly feigns ignorance.If Omar,like his father and grandfather,is a sinner the Congress is a bigger sinner because the party leaders,despite sharing power since 2002,have not dared to rectify the wrong done to the region of Jammu when the region has been its strong base.And if Omar has failed in reversing the scale of discrimination of the Jammu region he has been instrumental in accentuating further the level of discrimination.
