Omar blamed for weakening Congress-NC coordination | | | If left to the senior functionaries of the state unit of the Congress they would prefer snapping ties with the National Conference with which the former has been sharing power in Jammu and Kashmir for the last about 22 months.The reason being that the Chief Minister,Omar Abdullah,has taken no measures for promoting coordination between the two coalition partners.During the last several months the Chief Minister is seen functioning as an independent entity where he feels no need to take the congress leaders into confidence or seek their support in finalising various policies.Ask any Congress leader,including some ministers,to compare the level of coordination between 2002 and 2005 or even later when the Congress shared power with the PDP and the the one that exists at present when the National Conference is a partner of the Congress in the Government.They will not wait for a second.Their answer is that the level of coordination between the Congress and the PDP,especially between Mufti Mohd.Sayeed,and the Congress leaders was of high degree.The Mufti,as they put it,would invariably seek opinion from the Congress leaders and especially those Congressmen who were members of the council of ministers he headed.What seems to be amazing at present is that Omar Abdullah hardly consults senior congress leaders while framing Government policies.Those Congressmen belonging to the Jammu region vividly remember the way the Mufti would accept their suggestions and demands regarding various development projects.One Congress minister said that as far as the completion or the sanctioning of various development projects in the Jammu region was concerned Mufti Sayeed had done a great service to the Jammuites.Another Congress leader said that even after the Mufti lost power to Ghulam Nabi Azad he maintained his links with the Congress leaders and on several occasions he was seen visiting their houses and enquiring about their welfare,a gesture that remained unknown to Azad and is Greek to Omar Abdullah.What seems to have annoyed and angered the rank and file in the Congress is the recent statement of Omar Abdullah on the floor of the Assembly questioning the finality of the state's accession with India.Senior Congress leaders feel enraged over the way Omar decided to touch a very delicate and ticklish issue without having consulted his Congress ministers and other party functionaries.They are of the opinion that the issue is not whether Omar was wrong or right in questioning the irrevocability of the state's accession the main issue was whether Omar had chosen the right time for making such a controversial statement.And rightly the Congress leaders believe that their party has been rattled and rocked by Omar's statement in the Jammu region,which has been the area of influence for the Congress.They are equally enraged over the way the Chief Minister has been paying no heed to their demands and suggestions on taking in hand some development projects in the Jammu region.They believe that had not the PDP launched a campaign against the transfer of land to the Amarnath Shrine Board for raising huts on a temporary basis at Baltal in 2008 the PDP would have won more seats in the 2008 Assembly election from the Jammu region.This agitation had forced the Congress high command to go in for alliance with the National Conference instead of the PDP because it believed that the party could suffer reverses if the Congress opted for alliance with the PDP.It is in this connection that the Congress leaders from Jammu and Kashmir have cautioned the party high command against the style of functioning of Omar Abdullah that could cause major erosion in the Congress base in the Jammu region.But the party high command has suggested to the Congress leaders in Jammu and Kashmir not to precipitate any conflict with the National Conference because the Congress led UPA Government is of the firm opinion that any change in the political arrangement at present could prove counter productive. Consequently,the congress leaders in Jammu have decided to swallow the bitter pill
