Interlocutors votary of greater autonomy-self rule, beware of them | | | RUSTAM EARLY TIMES REPORT JAMMU, Nov 4: As for Radha Kumar, who suggested constitutional amendment in order to accommodate the "Azaadi" demand, she is a votary of self-governance, of course, with some changes here and there in the self-rule doctrine as advocated by the People's Democratic Party. In fact, her concept of self-governance is almost similar to the one that was advocated by former Pakistani President General Pervez Musharraf and adopted by the APHC-M and the People's Democratic Party with much fanfare. Just look at the small booklet, titled "Framework for a Kashmir Settlement", published none other than by The Peace Processes Program, Delhi Policy Group. Radha Kumar is a Trustee of this group. The Policy Group first brought out this booklet in 2006. It consists of 26 pages and contains two write-ups - one written by G Parthasarthy and the other by Radha Kumar. The one written by Parthasarthy is entitled "Mechanisms and Modalities for Promoting Cooperation and Making Boundaries 'irrelevant' in Jammu and Kashmir" and the one penned down by Radha Kumar is entitled "Set of Ideas for. A draft Framework on Self-Governance in Jammu and Kashmir" (PP. 11-26). In her write-up, Radha Kumar has reflected on various aspects. These include "Guiding Principles of Self-Governance", "Extent and Limits of Self-Governance", "Key features of Delhi Agreement", "Matters within the purview of the AJK" (read Pakistan-occupied-Jammu & Kashmir), "Self-Governance Tier One: Centre-State", "Self-Governance Tier Two: Internal Devolution, Jammu-Kashmir-Ladakh, Pakistan-Administered Azad Kashmir (read Pakistan-occupied-Jammu and Kashmir) - Northen Areas", "Legislature: Legislative Assemblies (&) Legislative Councils", "Self-Governance Tier Three: Devolution to District and Municipality/Panchayat", "Fiscal Devolution", and "Military Arrangements." It is important to note that whatever she has said is nothing but a replica of the Musharraf formula or the carbon copy of the People's Democratic Party's self-rule document with a minor changes here and there. You may put in any amount of effort to find if she has at any place described Jammu and Kashmir as an integral part of India. The truth is that her whole write-up, which is based on the discussions in the various PUGWASH conferences, only strengthens those who term Jammu and Kashmir as a disputed territory. Radha Kumar concludes her write-up saying, "These and other ideas need to be debated by Kashmiri political, government and civil society groups (during the past about 9 years) if a sustainable solution is to be found, as well as by Indian and Pakistani equivalents. Some dialogue has been going on this side of the LOC, in Delhi, Jammu and Srinagar, both between civil society in Jammu, Ladakh, the Valley and Delhi, and between civil society from Jammu and Kashmir, Pakistan-administered 'Azad Kashmir' and Northern Areas, Delhi and Islamabad. But while Pugwash and the World Social Forum have provided forums for intra-Kashmiri and India-Pakistan dialogue in Lahore and Islamabad, there have not been similar dialogues in Pakistan-administered 'Azad Kashmir' and Northern Areas. A key step, therefore, is for Track II groups to be encouraged by the Pakistani government to hold dialogues on frameworks for a solution in Pakistan-administered 'Azad Kashmir', both between their civil societies and Pakistani public… The most important step is to institutionalize the dialogue, including at the intra-Kashmiri level, and draw up a roadmap whereby any agreed solution will have across the board public support…" What does all this show? It shows that both Dileep Padgaonkar and Radha Kumar are ardent supporters of what Pervez Musharraf preached when he was President of Pakistan, what APHC-M hailed as a possible solution to the so-called Kashmir problem and what the People's Democratic Party has been advocating since years. Hence, what they said in Srinagar on October 23 and thereafter should not surprise anyone. However, what they said and what they have been preaching since years must cause an alarm. The people of Jammu and Ladakh, the internally displaced Kashmiri Hindus, refugees from Pakistan-occupied-Jammu and Kashmir and West Pakistan and Sikhs, in particular, have to watch with vigilance the activities of these interlocutors and defeat their perverted views. Beware of these interlocutors. It is a must. Remember, these interlocutors will never ever contest the politics of communalism that is being indulged in by the Kashmiri leaders of all hues. Also remember that these interlocutors are not prepared to vouch for the fact that Kashmir is over-developed and over-pampered and Jammu and Ladakh grossly ignored and discriminated against. Nor are they prepared to diagnose what ails Kashmir and what forced the miniscule minority of Kashmiri Hindus to quit their homes and hearths in January-April, 1990. (Concluded) |
