J&K fails to tame NGOs violating govt directions | | | Early Times Report JAMMU, Nov 6: With government yet to rise from deep slumber, non-governmental organisations (NGOs) being run by influential people across Jammu and Kashmir are floating rules and regulations with impunity. Things have vitiated to such an extent that any attempt by state government to put a knob over their illegal functioning has met with failure. In the latest incident, office of the Jammu and Kashmir Registrar of Societies issued a detailed notice on August 5, 2010 for the societies registered under the provisions of Jammu and Kashmir societies Registration Act-1998. Through the notice, authorities had directed all the registered societies to file minutes of the Annual General Meetings (AGMs), Audit report and list of Governing bodies with the office of Registrar of Societies within 30 days from the convening of the annual general body meeting every year. They had been further directed that if the non-profitable societies failed on the part to file the required details of registrations, the same would lead to de–registration of the society. However, even days after the issuance of notice, NGOs are yet to file required audit reports, list of governing bodies and other required documents to the concerning authorities. NGOs had to comply with the directions within 30 days but there are nearly 3500 NGOs running all over Jammu and Kashmir, most of whom are being patronized by relatives of politicians, administrative officers and other influential persons. When asked, Registrar Societies B.S.Dua said that none of the erring society has been de–registered so far. But he failed to explicitly spell out reasons for the same.
